HealthNet TPO is a Netherlands based not for profit, non-governmental organization founded on the principle that access to affordable quality health care is a basic human right.

In 1992 HealthNet TPO was established by ‘Doctors without Borders’ to bridge the gap between emergency aid and structural development. The organization is now the result of a merger between HealthNet International (HNI) and the Transcultural Psychosocial Organization (TPO). HNI has knowledge and experience in reinforcing healthcare systems and prevention, diagnosis and treatment of transmissible diseases. TPO is an expert in the field of psychosocial and mental health care for survivors of war and natural disasters.  HealthNet TPO Afghanistan is managed by a team of qualified Afghans and supported by a team of experts at the HQ of the organization in Holland.

HealthNet TPO Afghanistan is providing Primary Health Care, Mental Health and psychosocial services, fighting malaria and supporting Mother & Child Health Care in terms of providing training for Community Midwifes and to conduct operation research. HealthNet TPO is currently implementing projects in almost 20 provinces of Afghanistan and the major program it implements are HER (Health Emergency Response) projects in three provinces, Nutrition, Mental Health and Psychosocial, Malaria Control program, Tuberculus....... through a community system strengthening approach.

Job Description

1. Job Purpose

The Project Finance Officer is responsible for supporting day-to-day financial operations of assigned projects by processing financial transactions, maintaining financial records, monitoring budget utilization, and ensuring compliance with organizational financial procedures and donor requirements.

2. Key Responsibilities

A. Financial Transactions Processing

  • Review payment requests and supporting documents for completeness and accuracy.
  • Prepare payment vouchers for staff, vendors, consultants, and operational expenses.
  • Process travel advances, staff advances, and settlement documents.
  • Ensure proper coding of all financial transactions according to budget lines and account codes.
  • Maintain accurate records of financial transactions.

B. Budget Monitoring Support

  • Track project expenditures against approved budget lines.
  • Update budget tracking sheets regularly.
  • Inform supervisor regarding budget overutilization or unusual expenditures.
  • Support preparation of routine budget monitoring reports.

C. Accounting Support

  • Record financial transactions in the accounting system.
  • Maintain proper filing of vouchers, invoices, receipts, and supporting documents.
  • Assist in monthly account reconciliation processes.
  • Verify arithmetic accuracy of financial documents before processing.

D. Cash and Payment Management

  • Prepare payment documents for review and approval.
  • Assist in petty cash management in accordance with organizational procedures.
  • Support bank payment processing and payment follow-up.
  • Maintain payment tracking records.

E. Financial Reporting Support

  • Assist in preparing monthly financial reports for projects.
  • Compile expenditure summaries for management review.
  • Maintain project expenditure records for reporting purposes.

F. Compliance Support

  • Ensure financial documents comply with organizational policies and procedures.
  • Verify supporting documentation before payment processing.
  • Ensure all expenditures are properly authorized prior to processing.
  • Follow internal financial controls during transaction processing.

G. Audit and Documentation

  • Organize financial documents for internal and external audits.
  • Support finance team during audit reviews and spot checks.
  • Maintain proper financial filing system for future reference.
  • Provide documents requested during compliance reviews.

H. Coordination

  • Coordinate with procurement, logistics, HR, and program staff regarding payment documentation.
  • Follow up with staff for missing supporting documents or incomplete submissions.
  • Support finance department in routine administrative finance tasks.

Job Requirements

  • Bachelor's degree in Finance, Accounting, Business Administration, Economics or related field. 
  • Finance Management/ Documents management, Computer and Microsoft Office Suite.
  • Proficiency in both national languages and working knowledge of English Language.
  • Strong financial analysis and budgeting skills.
  • Knowledge of accounting principles and financial reporting standards.
  • Excellent command of spreadsheet applications.
  • Strong understanding of internal controls and audit requirement.
  • Attention to details and high level of accuracy
