The Youth’s Assembly for Afghanistan Rehabilitation (YAAR) is a national, non-governmental, and non-profit organization founded in 1994, register no. 157, to deliver humanitarian assistance and support Afghanistan’s long-term recovery. Over the last three decades, YAAR has grown into a capable and community-focused organization with experience working in more than 17 provinces  and implemented multisectoral projects in partnership with UN agencies, INGOs, embassies, and local institutions.

Specific Responsibilities:

• Conduct regular inspections of provincial office facilities and HFs.
• Supervise maintenance and repair of buildings, electrical systems, plumbing, HVAC, and other infrastructure.
• Coordinate with contractors, technicians, and service providers for maintenance work.
• Maintain maintenance schedules and service logs. 
• Visit health facilities to assess maintenance needs and prioritize interventions.
• Provide technical guidance to HF staff for minor repairs and equipment handling.
• Ensure safe usage and storage of maintenance tools and materials.
• Maintain an inventory of maintenance tools, equipment, and spare parts.
• Ensure availability of necessary materials for routine repairs and maintenance.
• Assist in procurement requests for maintenance-related items. 
• Prepare regular maintenance reports for the provincial office.
• Document all maintenance activities, repairs, and preventive measures.
• Report major facility issues requiring higher-level intervention.
• Ensure adherence to safety standards and protocols during maintenance work.
• Promote a safe and healthy work environment in both office and field facilities.
• Support emergency repairs in case of equipment or infrastructure failure.

1. Qualifications and Requirements

2. At least 3 years of proven experience in the field (maintenance, repairs, facility management, or technical support in NGO/INGO preferred).
3. Diploma or Certificate in Mechanical/Electrical Engineering, Building Maintenance, or related technical field (relevant experience accepted).
4. Strong communication skills: fluent in Pashto and/or Dari (English is an advantage); proficient computing skills – word processing, spreadsheet design for maintenance logs/reports.
5. Good knowledge of basic repairs (plumbing, electrical, carpentry, generator/solar maintenance), safety protocols, and tool usage.
6. Efficiency, result-oriented, and excellent organizational capabilities; ability of problem-solving and attention to detail; capacity to perform effectively under pressure and harsh conditions; ability to handle confidential issues responsibly; teamwork skills; cross-cultural and gender sensitivity; ability to travel throughout the province; respect the confidentiality of the organization.

Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within YAAR and amongst beneficiaries served by YAAR.
