About Youth’s Assembly for Afghanistan Rehabilitation (YAAR):

The Youth’s Assembly for Afghanistan Rehabilitation (YAAR) is a national, non-governmental, and non-profit organization founded in 1994, register no. 157, to deliver humanitarian assistance and support Afghanistan’s long-term recovery. Over the last three decades, YAAR has grown into a capable and community-focused organization with experience working in more than 17 provinces  and implemented multisectoral projects in partnership with UN agencies, INGOs, embassies, and local institutions.

Job Descriptions:

The Administrative Officer is responsible for managing day-to-day administrative functions of the organization, ensuring smooth office operations, proper documentation, and compliance with organizational policies. The position provides support to program, logistics, finance, and human resource teams to enhance overall efficiency.

  • Manage office supplies, stationery, and equipment.
  • Ensure proper maintenance of office facilities, furniture, and assets.
  • Oversee reception and office environment, including cleanliness and security. 
  • Maintain organized physical and electronic filing systems.
  • Prepare, update, and store official documents, memos, and correspondence.
  • Ensure proper record-keeping for audits and donor requirements.
  • Support HR processes such as staff onboarding, contracts, leave management, and attendance records.
  • Maintain personnel files and staff databases.
  • Assist in organizing staff meetings, workshops, and trainings. 
  • Serve as a point of contact for internal and external communication.
  • Coordinate with vendors, service providers, and partners for administrative needs.
  • Support travel arrangements and logistics for staff and visitors.
  • Ensure office operations comply with organizational policies and donor requirements.
  • Assist in preparing monthly, quarterly, and annual administrative reports.
  • Support internal and external audits related to administration.

Job Requirements:

  1. At least 3 years of proven experience in the field (administration, office management, or HR/admin support in NGO/INGO preferred, especially in BPHS/HER or health projects).
  2. Bachelor’s degree in business administration, Management, Public Administration, or related field (Diploma accepted with strong relevant experience).
  3. Strong communication skills; fluent in English, Pashto, and Dari with excellent speaking and writing skills.
  4. Proficient computing skills – word processing, spreadsheet design and presentations.
  5. Efficiency, result-oriented, and excellent management capabilities; ability of problem-solving and conflict resolution; capacity to perform effectively under pressure and harsh conditions; ability to handle confidential and politically sensitive issues responsibly and maturely; excellent capacity development and teamwork skills; cross-cultural and gender sensitivity; ability to travel throughout the province; respect the confidentiality of the organization.

Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within YAAR and amongst beneficiaries served by YAAR.
