Job overview

The Community Engagement and CFM Officer will be responsible for strengthening two-way communication between the organization and community members. The officer will implement behavior change communication strategies and manage structured complaints and feedback systems to ensure that community voices guide and improve UNICEF-supported programs.

 

Social and Behavior Change (SBC) Interventions

  • Mobilize communities and facilitate participatory behavior change sessions.
  • Coordinate with sector teams to integrate SBC into community-level activities in Health, Nutrition, WASH, Education, and Child Protection.
  • Prepare and distribute IEC materials and visual tools in coordination with the communications and SBC team.
  • Document session attendance, outcomes, and community feedback through standardized tools and reporting formats.

Community Feedback Mechanism (CFM)

  • Establish and manage safe, inclusive, and confidential community feedback mechanisms (e.g., help desks, mobile outreach, suggestion boxes, hotlines).
  • Ensure community members can share questions, concerns, and complaints and receive timely responses and referrals.
  • Record, classify, and track feedback data in the AAP reporting platform, disaggregated by age, sex, and location.
  • Coordinate with program teams to ensure follow-up and timely resolution of complaints and issues raised.

Capacity Building and Awareness

  • Organize and conduct training sessions for community facilitators, volunteers, and frontline workers on CFM and participatory SBC approaches.
  • Promote community awareness of available services and their rights to participate, give feedback, and request assistance.
  • Train local stakeholders on integrated community engagement programming (CEP) and the importance of behavior change.

 

Job Requirements:

Qualifications and Experience

Education

  • Bachelor’s degree in Social Sciences, Public Health, Communications, Community Development, or related fields.

Experience:

  • Minimum 3 years of experience in community engagement, SBC, or AAP/CFM roles.
  • Prior experience in behavior changes campaigns or community mobilization in sectors such as Health, Nutrition, WASH, Education, or Child Protection.
  • Experience managing community complaints and feedback systems in humanitarian or development settings.

Skills and Competencies:

  • Strong facilitation and interpersonal skills, especially with diverse groups including women, youth, and marginalized populations.
  • Excellent written and verbal communication in local languages; good working English is an asset.
  • Familiarity with data collection and reporting tools such as Kobo, Excel.
  • Understanding of safeguarding and protection principles.
  • Ability to build trust and rapport with community stakeholders.
