About TLO:

The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Paktika, Herat, Ghazni, Farah, Samangan, Balkh, Nangarhar, Maidan wardak and Baghlan and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management.

Job Descriptions:

  • Work under the direct supervision of the Program Coordinator/secretariate coordinator to deliver effective training sessions.
  • Possess a strong understanding of Islamic law, the rule of law, informal justice systems, and community-based conflict resolution traditions (e.g., Jirgas).
  • Design and develop training materials, including visual aids such as charts, posters, and handouts, tailored to the audience’s needs.
  • Facilitate training sessions on customary/traditional dispute resolution mechanisms and their linkages with basic human rights principles.
  • Provide technical guidance and mentorship to members of the Access to Justice Network (AJN) on Islamic principles, human rights, and informal justice practices.
  • Assess the quality and impact of the trainings through pre- and post-tests, and produce comprehensive training reports.
  • Prepare relevant administrative documents such as training needs assessments, attendance sheets, and logistics support lists.
  • Perform other duties as assigned by the Program team.

Job Requirements:

  • Advanced university degree (or equivalent) in Law, Political Science, International Relations, or a related field, with a focus on human rights or legal aid preferred.
  • Minimum of 3 years of proven experience in delivering training, particularly on access to justice, informal justice systems, or human rights.
  • Strong facilitation and training skills with the ability to engage diverse participants effectively.
  • Excellent report writing skills in English and national languages (Dari and/or Pashto).
  • Strong interpersonal skills and ability to work collaboratively in a team environment.
  • Ability to communicate complex legal and human rights concepts in a clear, culturally sensitive, and accessible manner.
