Job Descriptions:

Background:

AFGA has a partnership with UNFPA Afghanistan for providing support on the management of UNFPA medical and non-medical supplies. UNFPA, as leading agency in the field of reproductive health, is providing family planning and other life-saving commodities as part of its global partnership project. The aim of developing a planned SOP and other tools for the provided supplies is to address the in-country assessment team's recommendation for enhancing the record keeping and reporting of the supplies at the national level from top to downstream.

About Position:

AFGA seeks for qualified consultant for the development of the Standard Operating Procedure (SOP) and tools for medical supplies management. The consultant with close working closely with the UNFPA technical team, AFGA technical staff, and the national RHCS technical committee, will develop a standard operating procedures manual for medical supplies receiving, storage, record keeping, reporting, and disposal, along with standard formats for the supply’s movement and recording.

 

Job Requirements:

SOP Development Details:

  1. Purpose of the SOP: The purpose of medical supplies management is to standardize all processes and improve the efficiency and quality of family planning and other life-saving medical items storage, recording, reporting, and disposal.
  2. Scope of work: The developed SOP and other tools will be used by all parties, providing the items as follows:
  • UNFPA Afghanistan country office to align all the procedures for certain supplies management.
  • AFGA is the main partner for the UNFPA supplies storage, distribution, reporting, and disposal will use the SOP for standardization of the procedures.
  • UNFPA partner agencies, which received regular supplies from UNFPA, are to ensure the supplies are properly stored, recorded, reported, and disposed of if any.
  • Non-implementer agencies, including public health services providers and the private sector, through the developed SOP and tools, will improve the supply management all over the country.
  1. Objectives of the SOP: Through the introduction of the medical supplies management SOP, it is intended to achieve: Reduce errors in the supply’s storage, recording, and reporting, improve the reporting process of the supplies, enhance the life-time tracking of the supply’s availability across the country, and reduce the risk for the supplies and standardization of disposal process.
  2. Deliverables: At the end of the SOP and other tools development process, below deliverables are expected:
  • Draft and final version of the SOP for UNFPA medical and non-medical supplies management.
  • Final version of the recording and reporting formats is available and introduced.
  • The newly developed SOP and other tools are introduced to UNFPA, AFGA, and RHCS technical committee members.
  • SOP development process completion report is completed and circulated.
  • Orientation and circulation of new SOP and tools is completed, along a comprehensive training plan is prepared.
  1. Methodology for the SOP development: a few methodologies are expected to be used for the SOP and other tools development, including but not limited to focused group discussions, key informant interviews, and close working with the assigned technical team from partner agencies.
  2. Timeline: The intended SOP, along with other tools, will be developed within 30 working days starting from the basic orientation of the consultant and his/ her official introduction to the RHCS technical committee members.
  3. Reporting: During SOP development is required as below:
  • Weekly progress report will be submitted to the focal person in AFGA.
  • First draft of the SOP will be reported immediately after completion.
  • Final version of the SOP will be submitted after incorporating the technical team and UNFPA comments.
  • Completion report will be submitted.
