About TLO:

The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Paktika, Herat, Ghazni, Farah, Samangan, Balkh, Nangarhar, Maidan wardak and Baghlan and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management.

Job Descriptions:

  • Based on the project work plan and Log-frame, develop a M&E plan and implement the plan accordingly.
  • Lead on conducting mid-term and end-line evaluation of project along with tools development in the targeted districts of Daikundi province.
  • Support the program team in developing GIS mapping of the project from an NRM perspective.
  • Provide inputs to sub-projects based on the field realities and findings during data collection.
  • Track the project performance through IPTT according to the project work plan and accomplish the management response of project.
  • Travel to the targeted district of Daikundi province for the sub-project activities supervision and monitoring.
  • Ensure timely preparation and submission of assessment and M&E reports to the TLO MEAL Coordinator based in Kabul.
  • Record keeping of various reports monitoring, assessments and evaluation produced and submitted regarding MEAL.
  • Conduct data verification to make sure the data accuracy, consistency, completeness and quality
  • Ensure the accountably and document learning in MEAL department.
  • Provide capacity building session to the project staff regarding MEAL.
  • Maintain the CFRM (Complaint Feedback Response Micanisim) in project side to ensure accountability and transparency.
  • Keep the MEAL portal up to date the portal needs to be update on monthly basis.
  • Review and edit collected data via KOBO and fill the gaps with field staff.
  • Data analysis and reporting based on the required report.
  • Manage the findings collected during the monitoring and evaluations conducted and maintained the management response.
  • Perform any other task assigned by Kabul based MEAL coordinator and project manager.

Job Requirements:

  • Bachelor’s degree in business administration or relevant field
  • Minimum of 3-5 years of experience in monitoring and evaluation, accountability and learning, providing technical assistance in or conducting and/or leading evaluations, survey, quantitative or qualitative research.
  • Data collection tools development skills and experience on data collection in KOBO, ODK, CommCare.
  • Excellent English language, both written and spoken.
  • GIS skill is a plus point.
  • Having the skill to manage CFRM and maintaining management response to M&E findings
  • Statistical data analysis skills, proficiency with SPSS, Power Bi or STATA
  • Ability to manage projects, set realistic priorities, and plan for the successful implementation of activities.
  • Coordination, communication and interpersonal skills.
  • Good report writing skills
  • Proactive and independent approach to work, ability to maintain positive working relationships and willingness to undertake additional responsibilities as necessary, and work under pressure.
