Job Descriptions:

 Summary of Key Functions:

• Assist Project manager in developing project scoping documents, including (budget, concept, proposal, Logical framework, etc...) at central level.
• Supervise and coordinate the project implementation;
• Manage day to day operation of the project, including leading on coordination with the provincial project team; 
• Ensure that all activities are implemented should match with CARE  quality standards and all contractual obligations to the donors are met. 
• Coordinate and monitor project operation which is implemented by direct CARE staff in targeted provinces/districts and communities.  

2. Key relations   
• Reports to the Field Sr Officer. 
• Collaborate with project team.   
• Ensure coordination of project activities with MoE at central and provincial level. 
• Contribute to all new initiatives, data collection for education, gathering the relevant data and information.

4. Key Results Expected  
The Project Officer works directly with Field Sr Officer and provincial team for establishment of Multi grade classes and project implementation including PMPC, community kitchen.

Planning and Implementation:

• Work with Field Sr Officer and other field staff and ensuring they receive all essential support from Kabul;
• Develop and execute project implementation plans by considering the project requirements in close consultation with the Field Sr Officer to achieve expected results effectively;
• Provide support in preparing training materials/manuals for the project stakeholders;
• Effective oversight of day to day project activities, ensuring compliance with CARE and donor guidance, policies and procedures;
• Work with Project staff to identify and resolve problems that cause project delivery;
• Provide timely essential support and contribution to the project.
• Prepare procurement plan to ensure timely proposing and delivery of goods/services and project needed equipment or materials;
• Provide support to manager in budget planning, execution and review and monitor project expenses;
Establish/Maintain good relationship with other department and stakeholder:

• Negotiate effectively with project/field supervisors on their technical and financial related matters on timely manner;
• Making sure that proper protocols are in place with government authorities and line ministries;
• Work closely with Technical Advisors and MEL unit to manage the project activities effectively and accordance with the project outputs;
• Ensure to attend coordination meeting and prepare/disseminate and record minutes; 
• Liaise effectively with project/field supervisors and target groups, including MoE and community power holders and civil society leaders on project issues;
• 
Ensure adequate project monitoring, data collection, documentation and produce timely reports:

• Prepare all required reports timely and accurately;
• Provide prompt and accurate response to the ad-hoc queries put by the Manager, Coordinator, Mission Leadership, donors, authorities and other organizations;
• Visit to project working sites for monitoring, data collection, and other related activities pertaining to the Project.
• Attend meetings with project stakeholders, including targeted groups (CDC, Community people, and other) and ensure their involvement in project level;
• Coordinate Safety and Security related issues/concerns with PM and active planning and responsible actions;
• Ensure monthly, quarterly, interim and annual activity and progress reports are timely and properly submitted by Project/Field Supervisors and submitted to CMP for further process.; 
• Identify, apply and disseminate best practices and lessons learnt;
• Ensure that project baseline data are accurately collected and timely processed and analyse;
• Work closely with the PQDL unit on the project related M&E, learning and research interventions;
• Support Project Manager and Coordinator in preparing concept notes, proposal and new initiatives;

Job Requirements:

Education:

Project Officer is responsible to ensure that the project interventions are implemented in effective and efficient manner and the project goals and objectives are met.
