Hask Engineering Services is a privately owned engineering and construction company, officially registered with the Ministry of Commerce, Central Business Registry & Intellectual Property of Afghanistan in 2007, under License No. D-27174.

The company operates through its regional offices located in Kabul, Jalalabad, Kandahar, and Mazar-e-Sharif, with the capacity to establish additional offices in other provinces as required by project needs.

Hask Engineering Services & Builders was established in 2007 and initially commenced its operations as a Construction Materials Testing Laboratory. Over time, the company expanded its scope of services to include Project Survey and Design, Construction Works, Engineering Studies, and Professional Training Programs, responding to the growing needs of the engineering and construction sector in Afghanistan.

In addition to its technical services, Hask takes pride in publishing “The Civil Engineer”, the first technical and engineering magazine in Pashto and Dari in Afghanistan, contributing to knowledge sharing and professional development within the engineering community.

The Traffic Engineer is responsible for planning, designing, and managing traffic systems to improve safety, efficiency, and mobility on road networks. The role involves analyzing traffic flow, developing intersection and roadway designs, and implementing traffic management strategies in compliance with local and international standards.

Qualifications & Skills:

• MSc or Bachelor’s degree in Civil Engineering, Transportation Engineering, or a related discipline (Master’s degree preferred).
• 3 years of experience in traffic engineering and roadway design.
• Strong knowledge of traffic flow theory, intersection design, and signal control systems.
• Proficiency in traffic analysis and simulation software (e.g., Synchro, VISSIM, SIDRA, or similar).
• Familiarity with traffic safety standards, design codes, and guidelines (AASHTO, MUTCD, IRC, etc.).
• Ability to prepare traffic studies, reports, and technical documentation.
• Strong analytical, problem‑solving, and attention‑to‑detail skills.
• Effective communication and teamwork skills for coordination with engineers, planners, and government agencies.

Duties & Responsibilities: 

• Conduct traffic studies, surveys, and data analysis to assess roadway performance.
• Design intersections, signal systems, and traffic management solutions.
• Develop traffic control plans and strategies to improve safety and efficiency.
• Review and validate traffic models, calculations, and design submissions.
• Coordinate with civil, structural, and transportation teams to integrate traffic solutions.
• Provide technical support during construction and implementation of traffic systems.
• Ensure compliance with traffic engineering standards, safety regulations, and project requirements.
• Prepare reports, documentation, and presentations for approvals and stakeholder engagement.
• Support monitoring and evaluation of traffic system performance after implementation.
