Hask Engineering Services is a privately owned engineering and construction company, officially registered with the Ministry of Commerce, Central Business Registry & Intellectual Property of Afghanistan in 2007, under License No. D-27174.
The company operates through its regional offices located in Kabul, Jalalabad, Kandahar, and Mazar-e-Sharif, with the capacity to establish additional offices in other provinces as required by project needs.
Hask Engineering Services & Builders was established in 2007 and initially commenced its operations as a Construction Materials Testing Laboratory. Over time, the company expanded its scope of services to include Project Survey and Design, Construction Works, Engineering Studies, and Professional Training Programs, responding to the growing needs of the engineering and construction sector in Afghanistan.
In addition to its technical services, Hask takes pride in publishing “The Civil Engineer”, the first technical and engineering magazine in Pashto and Dari in Afghanistan, contributing to knowledge sharing and professional development within the engineering community.

Job Description
The Railway Signal and Telecommunication Engineer (International) is responsible for the planning, design, review, and integration of railway signaling and telecommunication systems in accordance with international standards. The role ensures safe, reliable, and efficient train operations through the proper application of signaling, train control, and communication systems. The position requires close coordination with multidisciplinary teams and experience working on international or donor-funded railway projects.
Job Requirements
Qualifications & Skills:
- Conduct field surveys and prepare field sketches of signal locations for the design team.
- Prepare and review the signal system construction schedule and identify work that is most critical in terms safety and accuracy of the project.
- Provide markups of railroad signal drawings using project specific drawing markup standards.
- Create reports and other documents, as required for projects.
- Produce Signaling design as required, confirming that it meets the requirements given in the scope of works and that the operational, technical and safety principles have been met
- Lead a team of designers undertaking signaling design activities while ensuring that delivery is technically accurate, to time and budget, and provide support and guidance to less experienced team members.
- Monitor (or undertake where applicable) the development of engineering options giving consideration to safety, reliability, operational capacity modelling, maintainability, ease of construction, and environmental/whole life issues
- Carry out independent checking of signaling design documentation.
- Support the provision of adequate resourcing for project design, in both the quality and quantity of internal and supplier staff, and in the use of the most appropriate support equipment.
- Provide project management advice in respect of all signaling construction activities, including testing and commissioning and site supervision.
Duties & Responsibilities:
- 10 years of professional experience in railroad signaling industry.
- Knowledge of the installation, maintenance, troubleshooting and repair of railroad signaling equipment including: Power Operated Switch Machines (POSM), Railroad Crossing Gates, Wayside Signals, Relay and Solid-State Track Circuits, Vital and Non-Vital Interlocking Processors, Vital and Non-Vital Railway Signal Electromechanical Relays, Local Control Panels, Railroad Signal Cabling, Railroad Signal Power Distribution Equipment.
- Ability to travel as required to job sites.
- Knowledge of Rules Standards and Instructions applicable to railroad signal systems.
- Knowledge of GOST and AREMA standard Communication & Signal recommended practices.
