Job Descriptions:

Monitoring & Evaluation

  • Implement the project MEAL as per WASSA, health cluster, nutrition cluster, AHF requirements to monitor progress at facility and community levels.
  • Assure health facilities are inline with public health requirements for related health facilities.
  • Conduct regular field visits to health facilities and communities to assess quality, effectiveness, and adherence to project standards.
  • Collect, analyze, and validate quantitative and qualitative data monthly using project tools, surveys, supervision checklists, feedback logs, and other mechanisms.
  • Ensure age, gender, and diversity (AGD) considerations are integrated into all monitoring and reporting activities.
  • Track and update Indicator Tracking Tables (ITT) and report on progress toward outputs, outcomes, and project goals.
  • Support data-driven adaptive management by providing actionable insights to field and program teams.
  • Ensure timely and accurate reporting to AHF via GMS and to Health & Nutrition clusters using cluster-specific formats. As well as Ministry of Public Health HMIS reporting.

Accountability and Beneficiary Feedback

  • Establish, manage, and strengthen a Complaint Feedback and Response Mechanism (CFRM) accessible to all beneficiaries.
  • Recommend program adjustments based on feedback trends and field observations.
  • Promote accountability to affected populations (AAP) by ensuring community engagement and transparency in program delivery.

Capacity Building & Technical Support

  • Provide guidance and on-the-job support to field and project staff on MEAL standards,  data collection, reporting, and accountability practices.
  • Facilitate/conduct training sessions for staff on MEAL tools, data quality standards, and feedback management (CFRM).
  • Ensure MEAL activities comply with donor and WASSA policies, including gender and disability inclusion standards.

Reporting and Documentation

  • Prepare field visit reports, thematic reports, and monthly and quarterly progress reports for donors, management, and clusters.
  • Document lessons learned, success stories, and case studies to inform program improvements.
  • Maintain organized filing systems for all MEAL data, reports, and project documentation.
  • Support integration of MEAL findings into decision-making processes for program improvements.

Job Requirements:

  • Bachelor’s degree in Public Health, Social Science, Statistics, or a related field (Health/medical background is preferred).
  • Minimum 3 years of experience in monitoring and evaluation, supervision, data collection,reporting, preferably in health and nutrition projects.
  • Knowledge of MEAL systems, project monitoring, data collection methods, and reporting frameworks.
  • Familiarity with MoPH, Health and Nutrition Cluster standards, and humanitarian accountability frameworks.
  • Excellent analytical, report writing, and data management skills.
  • Proficient in MS Office (Word, Excel, PowerPoint); experience with HMIS or databases is an asset.
  • Fluency in English, Dari, and Pashto (oral and written).
  • Strong interpersonal and communication skills; ability to work collaboratively with communities, field teams, and external stakeholders.
  • Ability and willingness to travel to field sites, including remote locations, under challenging conditions.
