About Concern Worldwide- Afghanistan:

Concern Worldwide is a non-governmental, international, humanitarian organization dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. Concern has been working in Afghanistan since 1998, when it responded to an earthquake disaster in Takhar province. Currently Concern is working in Takhar and Badakhshan provinces undertaking both emergency response and long term developmental work in the areas of agriculture, livelihood security, education and Water, Sanitation and Hygiene. Concern is expanding its programming into nutrition this year. 

Job Descriptions:

Main duty and responsibility:

  • Responsible for planning, implementation, supervision, and monitoring of pharmaceutical activities.
  • Estimate drug needs for implementation of FHHs, based on standard guidelines.
  • Develop and implement the use of stock cards and balance sheets in the FHH warehouse/drug stock.
  • Estimate the number of medicine/drugs and pharmaceutical supplies needed for implementation of RMNCAH activities in the province sub-office and in each facility; the estimate is to be based on data reflecting actual consumption, HMIS factor, and morbidity.
  • Provide and submit monthly and quarterly activity reports to Health and Nutrition Manager or requested by the CWW operations department.
  • To coordinate the procurement process for all nutrition supplies requests submitted to the Logistics Department in Taloqan and Badakhshan.
  • To update the SR tracking sheet and circulate to respective team member on weekly basis.
  • To ensure the timely delivery of goods to the programme areas, and that supporting documents are attached to the delivery.
  • To support the verification of prices and availability of requested items in local/provincial markets.
  • To ensure SR are processed on time to advice on the need for purchasing / tender committee and contracts as per guidelines.

Documentation:

  • To ensure the documenting system is in place as per Afghanistan Logistics manual for the movement (purchasing, dispatching and receipt) of goods for both local and out of country supplies.
  • To guarantee that the management of supply deliveries and receipts is efficiently coordinated between the field teams and the central warehouse in Taloqan, as well as within the program area.
  • To produce weekly and monthly reports, which includes reporting on the status of all Supplies Requests received in Taloqan and Program Areas.
  • To produce a supplier database and keep price lists of commonly purchased items.
  • To ensure supplier contracts are renewed on a timely basis and prior to actual date of
  • Expiry.
  • To update suppliers pre-qualification once a year for Taloqan suppliers.
  • To produce weekly plans and submit them to line manager and technical manager.
  • Preparing the list of contracts, which are due to tax and submit it to line manager.
  • To Ensure absolute confidentiality of all information relating to Concern practices and business.

Humanitarian & Emergency Response:

  • To assist the Humanitarian program manager in conducting market assessment for emergency intervention.
  • To provide full support in responding to emergencies that occur in any area where Concern Afghanistan will respond. Ensure quality compliance while procuring emergency response related supplies/items.

General:

  • To promote and share ideas to improve support department procedures and practices.
  • To represent Concern in external meetings with with ministries and partners where required. To represent logistics internally with Area Management, Kabul Support Office and other internal stakeholders.
  • To train Logistics and non-logistics staff on logistics processes, procedures and policies.
  • To develop field support plans to ensure adequate cover of logistics-related activities in all field offices.

Emergency/ CHS (Core Humanitarian Standards):

  • Concern is committed to CHS to ensure downward accountability. CHS standards guide Concern activities in all stages both emergency and development projects /programs. In Afghanistan, we also bounded our activities by Accountability framework and therefore any Afghanistan employees is responsible to comply with CHS principles and benchmarks as instructed by its policies and therefore make sure that all accept and implement CHS standards in all our activities.
  • To give full support in relation to emergencies/ humanitarian operations when occurring in any area that Concern Afghanistan will respond. This can include but is not limited to participation in the Concern Afghanistan Rapid Deployment Unit (CARDU) and deployment on emergency response teams.

Job Requirements:

Qualification & Experience: 

  • U University degree in Health and Medical field, Pharmacy or other relevant field, or First University degree with an additional relevant work experience and/or training/courses.

Work Experience:

  • Minimum three years of relevant professional work experience in Pharmaceutical and Medical supply chain management.
  • Knowledge of English Language (Written and Spoken) and MS Office Experience with procurement activities (purchasing, vendor research, etc.).
  • Experience conducting cost analyses.
  • Experience working with vendors or other commercial partners will be an asset.
  • Experience working with NGO in development and/or humanitarian responses in the areas of health and nutrition

Communications:

  • Effective communication skills and ability to lead big to medium teams, also remotely (if necessary).
  • Ability to communicate clearly and sensitively with internal and external stakeholders.
  • Strong communication skills (written and spoken) in English and Dari and other local languages.
