Afghan Youth Services Organization (AYSO) is a National Afghan NGO registered in 2006 with the MoEc of Afghanistan with registration No:397.AYSO since came into being has developed, successfully implemented, and provided direct assistance services in different   sectors such as health, educational,Food Security,  Capacity building, GBV Prevention and Response, Peace, Justice Research, and Surveys human rights and awareness projects and programs with the technical and financial support of several UN Agencies such as UNDP,UNFPA, UNICEF, WFP, and WHO, AYSO has implemented projects with government ministries and departments as well as has been being implementing partner with AAH/USAID, FHI, BARC, AADA,HEWAD, and other National and International Organization 

Job Descriptions:

Scope of Work:

The Lead Project Manager will lead the process, being prime responsible and ensuring effective and efficient management of assigned projects, excellent and on-time reporting, internal and external coordination, and meeting donors and organizational terms and conditions, and compliance.

Duties and Responsibilities:

 

  • Develop project planning in coordination with the finance team and other relevant departments to ensure timely availability of resources for conducting the planned activities.
  • Communicate and present project related matters in English language, Persian, and Pashtu.
  • Support the development team in the preparation of proposals.
  • Work closely with the finance team in investigating the reasons for variance between planned expenditure and actual expenditure, and accordingly revise the plan.
  • Support finance team to timely submit financial reports to the donor by the finance department.
  • Plan and direct the activities of multiple projects simultaneously and travel to the field/project sites. 
  • Work closely with HR department to ensure positions are filled through proper procedures of AYSO and according to proposed staffing and budget availability.
  • Prepare the draft job description for technical staff and provide it to HR in the recruitment process.
  • Ensure staff annual performance appraisals are carried out in a timely manner.
  • Work in close coordination with the procurement/logistic department to ensure all procurement is done according to plan and due time and within budget.
  • Support field office and control any procurement is made in the field office in close coordination with the procurement department of the main office.
  • Trigger and lead any amendments, and changes and ensure compliance with donor and internal organizational policies and procedures.
  • Visit field office for orientation of the provincial management on the donor, and contractual requirements.
  •  Ensure regular supportive supervision is carried out from the field offices and technical support is provided.
  • Feedback to provincial management on findings of the supportive supervision carried out by the grant coordinator.
  • Review the quarterly report before submitting it to the donor.
  • Ensure the timely submission of technical and financial reports to donors based on reporting calendar agreed in the relevant project’s contract.
  • Active participation in the relevant meetings at the central or provincial level.
  • Risk analysis of the overall projects and reports to the managing director (H&N).
  • Work closely in proper closeout of the projects.

Job Requirements:

Qualification & Experience:

The Lead Project Manager will assume a crucial role in overseeing and managing assigned projects. They will be primarily responsible for ensuring the effective and efficient management of these projects, as well as meeting the organization's reporting requirements, coordinating internally and externally, and adhering to donors' terms and conditions and organizational compliance.

  • Minimum 7 years of project management experience in the Health  or familiar programming in Afghanistan.
  • Experience with capacity building support for national partners in program management.
  • MPH  degree is preferable. 
  • Excellent communication and coordination skills 
  • Excellent communication skills in Pashto, Dari, and English.
  • Wiling to travel and conduct field visits regularly.
