Job Descriptions:

Job Purpose

  • To ensure efficient and effective Construction of infrastructure such as drinking water supply systems, mitigation structures, irrigation canal and solar powered irrigation water supply systems, currently focused on ongoing AFLEW and SPA projects that have infrastructures such as solar powered safe drinking and irrigation water supply systems, irrigation canal and mitigation structures.
  • To provide valuable inputs for planning and implementation of engineering components:
    - Irrigation Canal, Water networks, Mitigation structures
    - Drinking Water Supply Systems including Wells, Solar Powered and Gravity Fed safe drinking and irrigation water schemes.
  • Conduct technical survey of required infrastructures including water networks including water supply systems irrigation systems, mitigation structures and contribute to the assessment, design and BoQs preparation related to the surveyed structures.
  • To mobilize project beneficiaries, community members, CDC members/elders/Maliks and Arbabs and other stakeholders to participate and engage in implementation and management of program activities in target communities.
  • To assist and support capacity building of project beneficiaries, CDC members/elders/Maliks and Arbabs and local authorities on WASH, FSL, Climate change and DRR project implementation.
  • To contribute to emergency assessment, response and coordination
  • Contribute and support in project/program related assessment/survey/data-collection.

Key Working Relationships (horizontal & vertical)

The Field Engineer administratively and technical reports to to Snr. Engineer and has dotted line-management with WASH & Engineer program Manager, under which all his/her activities would be managed by Snr. Engineer and he/she will report to Snr. Engineer. He/ She also coordinates WASH and construction activities with staff of other thematic programs, operational support units, and with project beneficiaries, community members, CDC members/elders/Maliks and Arbabs and local authorities and report to Snr. Engineer.

Scope of Role:

Reporting to Snr. Engineer. The Field Engineer contributes in the survey, design, estimation and implementation of all infrastructural activities as well as mobilizes project beneficiaries, community members, CDC members/elders/Maliks and Arbabs, and other stakeholders to participate and engage in implementation and management of engineering activities in target communities and ensures the quality of programming in line with the Missions East country strategies, vision, mission, and values and/or as per donor required and national and international standards.

Key responsibilities and accountabilities:

The Field Engineer is accountable to fulfill his/her roles and responsibilities in line with Mission East Code of Conduct, values, principles and to report to his line manager on defined key performance indicators as follows:

Program Development and Management:

Contribute to field technical survey and need assessments, feasibility studies and design & estimation as well as implementation of infrastructures and engineering component as well as other relevant activities of MEED ongoing projects and program activities within cluster or other program area on request of Mission East.

Contribute to technical drawings, estimation and BoQ preparation of all program infrastructures.

Contribute to detailed implementation plan and project documentations.

Support preparation of field level MOUs with the support of Snr. Engineer, handover, and other agreements for program components infrastructures.

Contribute to emergency assessment and responses in case of emergency cases for timely and effective response.

Contribute to assessments, data collection and coordination for development of new proposal on request of Mission East.

Quality Program Implementation:

Take full responsibility in implementation construction activities of MEED ongoing projects infrastructures and other program component relevant infrastructures, in covered district.

Facilitate community involvement and ensure provision of community and household beneficiary contribution in the implementation of program components related to MEED ongoing projects activities, and other infrastructures and construction activities.

Support the development of learning materials related to WASH, construction and in general engineering department.

Provide technical guidance to project skilled and unskilled workers and beneficiaries.

Support and take part in beneficiary selection, and support Program team in baseline and end-line assessment and PAPAL (community reflection workshops and monitoring) based on MEED request.

Provide regular feedback on various implementation issues and challenges for their early resolution ensuring smooth implementation of activities.

Management:

  • Provide technical assistance and backstopping to direct project beneficiaries.
  • Conduct regular visit to targeted villages and ensure project progress (construction progress) are made as per plan and technical instruction.
  • Facilitate the formation of community level Committees in the targeted villages for program relevant activities.
  • Support regional operational coordinator and other program staff in other program related activities and office management.
  • Facilitate government visits and monitoring of WASH and other construction projects.

Program Management:

  • Lead the filed/site management of all program’s relevant infrastructures construction, particularly WFP project as well as other such as WASH, DRR & climate change, NRM relevant construction activities in consultation with the relevant program departments, Snr. Engineers and program support team members.
  • Provides technical oversight to all construction activities, prepare progress reports, participation in workshops, baseline and end-line surveys and need identification process.
  • Contribute to emergency response activities (assessment and implementation) with internal and external stakeholders.
  • Participate in district and community level meeting and emergency related events.

Staff (HR) Management:

  • Train water and WASH Committees, Volunteer workers and beneficiaries on technical aspect of their job and responsibilities.
  • Participate and contribute to staff capacity building events.
  • Conducting regular supervision of skilled and unskilled labors in the field
  • Identify strength and areas for improvement of Water and WASH committees and VW through direct observation and performance review.
  • Provide case studies, success stories and lesson learned from the field during program implementation.

Security Management:

  • Pass on immediately security related information to cluster coordinator, security officer, and Snr. Engineer, National WASH and Engineering Manager.
  • Follow strictly ME security protocols and advice of project staff all the times.
  • Follow work safety measure and instruct project staff (ME and community) to strictly follow the safety measures for their safety.
  • Provide support to driver in case of car accident or any other circumstance if occur.

General:

Take additional responsibility assigned by National WASH and engineering Manager for emergency response and other program related activities

Networking/Coordination:

  • Coordinate with other cluster key stakeholders (government and NGOs, etc.) working in program components related to WFP project and other WASH and engineering relevant activities.
  • Establish and maintain good working relationships with district authorities, CDC members/elders/Maliks and Arbabs, WASH Committees, village maintenance worker, and community representatives.
  • Represent Mission East at clusters, district and community meetings and discussion in coordination with Area Coordinator and PPM.

Job Requirements:

Experience:

  • At least 2-year experience of working with INGOs in WASH, irrigation and other development and infrastructure projects preferably in rural areas.Good computer knowledge familiarity with AutoCAD, (and familiarity with water network design software is desirable)Commitment to humanitarian principles and rules to guide NGO actions.Ability to support, follow-up, encourage and supervise other staff to provide quality work   And high levels of performance.
  • Ability to work under stressful conditions, tight deadlines and sometimes odd hours as required.
  • Local social experience and knowledge
  • Knowledge of spoken and written English (desirable)

Skills & Competencies Required:

  • Knowledge and understanding on Qualitative and Quantitative Data Collection.
  • Knowledge in written and oral communication skills in English, including experience of report writing.
  • Knowledge of Logical Framework is an advantage.
  • Ability to work as part of a team and coordinate with project personnel.
  • Good communication skills, adaptable and resourceful.
  • Willingness and ability to work effectively with a wide variety of people.
  • Type speed should not be less than 50 characters in a minute. 
  • Positive attitude working in a team.
  • Familiarity with CHS, BCM and Child safeguarding policy is an asset.

Education/Qualification:

  • Academics: University Degree or B.Tech in Civil/Construction and architecture, Engineering or relevant field. Post-education trainings and workshops on WASH related topics is preferred.
  • Should have English Language and computer training certificate on MS Office, MS Excel and MS Access.
