The ICRC is a neutral, impartial, and independent organization. Its exclusive humanitarian mission is to protect the lives and dignity of victims of war and internal violence and to provide them with assistance. The ICRC endeavours to alleviate suffering by promoting and strengthening humanitarian law and Universal humanitarian principles.

• Prepares technical documents (assessments, reports, drawings, bills of quantities, contracts, etc.) for engineering projects (main activity will be oriented on the health support sector) using approved formats; monitors project implementation for compliance with project documents, ICRC standards, and local building codes/standards, ensuring corrective action is taken where necessary;
• Identifies needs through assessments and surveys;
• Carries out capacity building and keeps regular contact with local authorities and communities.
• Acts as a focal point of the relationship with the internal and external stakeholders related to the projects/programme;
• Supervises consultants and/or contractors working on studies and/or project sites;
• Conducts quality control of acquired material and installed infrastructure;
• Creates project files in electronic databases (such as Project and Activity Management applications) and keeps them up to date;
• Prepares implementation/progress/feasibility reports and studies;
• Provides regular information to colleagues on security, stakeholder issues and program progress;
• Manages project purchasing on labour and materials according to the delegation's financial rules;
• Administers hand-over of ICRC-provided infrastructure to end-users;
• Trains or organizes training for owners and end-users in the operation and maintenance of delivered assistance;
• Coaches the WatHab team in different ICRC offices in Afghanistan on health-related interventions;
• Ensures project design and monitoring are based on analysis and evidence and that implementation mitigates risks, and ensures accountability towards the ICRC and affected population;
• Ensures transversal files, like Climate Change, etc. are well integrated with the WatHab program and helps promote them within the WatHab interventions;
• Contributes to the department readings on the context evolution and participates in the annual planning process (PfR), designing, planning, and budgeting the WatHab programme;
• Contributes to key documents (strategic plan, operational plan, quarterly reports), produces annual reports on the program and lists the lessons learnt and recommendations through working closely with the stakeholders;
• Follows up and supports the E&M of the projects, assuring projects are implemented within the agreed timeframes and set objectives and outcomes;
• Attends coordination meetings and discussions with the interlocuters and updates the Wathab department regularly;
• Follows up with the stakeholders on the smooth implementation of the Wathab programmes.

• University degree in civil and/or structural engineering.
• Excellent command (spoken and written) of local language(s).
• Excellent command (spoken and written) of English.
• Proficient in the use of Microsoft Office Outlook, Word, Excel and PowerPoint.
• Proficient in the use of CAD software and structural design software.
• Knowledge of project management and/or E&M is an asset.
• Additional university certificates are an asset.
