Background:

The Afghanistan Peace Builders Humanitarian Organization (APBHO) is implementing the Enhancing Environmental Sustainability and Disaster Resilience in Sar-e-Pul Province through Tree Planting and Gravity-Fed Watershed Management project, aimed to enhance environmental sustainability and disaster resilience in Sar-e-Pul Province through pistachio saplings planting, soil erosion control, and gravity-fed watershed management.

To ensure the successful implementation of the Gravity-Fed Watershed Management and CfW components, APBHO seeks to hire an experienced and dedicated Technical Supervisor (Site Engineer).

Summary of Job Description: The incumbent will be responsible to oversee and monitor the overall construction activities, supervising all personnel on the construction site, providing a safe work site, execute the construction activities of the affiliate to meet the quality, cost, and scheduled goals/targets, managing of staff, and operation technical areas including scheduling time, managing performance, resources supply, and, logistics, and providing technical support and recommendation for personal actions.

Duties and Responsibilities: 

  • Supervises overall implementation of the project to ensure that technical quality and standards are considered and respected during project implementation.
  • Regularly monitor the project progress and maintain onsite quality control.
  • Analyze technical reports and provide regular feedback to the Line Manager on the quality and quantity of performance.
  • Prepare field reports (monitoring, evaluation, reporting, and on-the-job training) and submit them to the project manager;
  • Ensure assistance to the project manager and other technical staff in planning, organizing, and implementing different activities in the province as per Construction standards and organization guidelines and instructions;
  • Acting as the key person and/or point of contact for all activities on the construction site, and overseeing daily operations
  • Maintain linkage with area representatives /participate in regular community meetings.
  • Ensure appropriate equipment and materials needed for the project are available at each site.
  • Coordinate and monitor plans with the local authorities to ensure that tasks are carried out appropriately.
  • Provide monthly reports and monthly action plans to the project manager;
  • Overseeing and coordinating the ordering and delivery of materials and equipment to ensure efficiency.
  • Breaking down the costs for each element to ensure that the project remains within budget.
  • Ensure building good teamwork enthusiasm and better understanding/coordination among the project management team and local provincial stakeholders
  • Prepares reports on project progress and monitoring to facilitate the exchange of information and to document the lessons learned.
  • Resolve problems/conflicts that might emerge at the sites or during implementation.
  • Represent the project to relevant government departments, maintain regular contact and build good relations with stakeholders and regularly update them on the progress of the project implementation and challenges;
  • Being flexible in duty according to the situations of the area and bringing changes in the method of work according to this need.
  •  Other tasks as requested by the Project Manager and Programme Manager.

Job Requirements:

  • At least 3 years of experience in a similar working area.
  • At least a bachelor's degree in Civil Engineering or a related field
  • Ability to communicate effectively with a wide range of audiences.
  • Working knowledge of construction tools and equipment.
  • Sound knowledge of building codes and construction safety regulations.
  • Having proper leadership skills.
  • Excellent interpersonal skills.
  • Pro-active approach to solving issues.
  • Ability to work both independently and as part of a team.
  • Ability to create a supportive working relationship with all project teams.
  • Ability to work under pressure.
  • Ability to work on Microsoft Office, Excel, Word, PowerPoint, Auto Cad.
  • Able to use Level Machine and GPS

Language Requirements: 

  • Fluent in English and local languages.
