OBJECTIVES – Assistance to those in need: HIA-Hungary’s objective is to deliver quick, professional and effective assistance to crisis victims of natural and man-made disasters. Fight against poverty: HIA-Hungary’s objective is to offer not only emergency assistances but also provide chances to break out of poverty for people who are ready to take action to promote their catching up. Stronger social solidarity​: HIA-Hungary’s objective is to strengthen social solidarity through creating a culture of volunteering and giving.

Since 2001, HIA has been implementing humanitarian and development programmes in Afghanistan. In addition to humanitarian aid, our objective is to achieve, through our permanent local office, long-term sustainable results in the areas of education, rural development, public administration development, health and capacity building. In partnership with United Nations World Food Program (WFP), we deliver thousands of tons of food each year through “emergency humanitarian assistances” and “food for work” programmes to those in need. In the complex food programmes, we help the population to make a long-term sustainable living through income-generating training, agricultural, water management and infrastructural developments.

Job Description

·        District Supervisor, in coordination with project manager, is responsible for implementing and monitoring the project activities. He also might be requested to support projects in terms of supportive supervision, maintain working coordination, data/updates sharing and developing/preparing requisition as per project need.

·        Coordinate the project activities with local communities and related stakeholders at assigned district level.

·        Conduct and organize public awareness and information sessions to target beneficiaries and local community elders on food/CBT interventions.

·        Maintain internal control of project activities at provincial level.

·        Maintain close work and coordination with all concerned district and community level stakeholders and relevant departments to ensure project assets and staff safety.

·        Keep close communication and working coordination with community level CSOs, elders and target beneficiaries to ensure a proper working environment, as per project scope of work.

·        Ensure that implementation progress is as per standard and with a high and safe quality.

·        Ensure that field operation plans/service delivery points are shared with key/concerned provincial level stakeholders.

·        Ensure active community participation in terms of constructive feedback, local resource mobilization and project field activities assessment/monitoring.

·        Make sure that the project activities are implemented according to project work plan, performance indicators and targets.

·        Prepare inputs from all supervising activities to Project Manager and Program Manager at any time required.

·        Familiarity with SCOPE system and ability of registering beneficiaries in SCOPE.

·        Any other task assigned by the management.

COMPETENCE, SKILLS AND EXPERIENCE

Core Competencies:

·        Build personal and inter project relationships, analytical skills, cultural sensitivity, gender sensitivity, teamwork, establish a productive working environment and persuade others, mobilize communities and good coordination with stakeholders.

·        Effective technical and social mobilization skills, innovative thinking.

·        Computer skills (Microsoft Outlook, Word, Excel), monitoring and excellent supervision and coordination skills.

·        Promote best practices/lessons-learned approaches with the support/active participation of local communities during project implementation.

·        Encourage the community for projects’ post-completion maintenance.

Job Requirements

·        Bachelor’s degree in business administration, social science or relevant field.

·        Enough understanding/knowledge of the community emergency interventions.

·        Good communication and coordination skills.

·        Management skills (Monitoring, supervision and reporting)

·        Excellent facilitation skills.

·        Having a deep knowledge of Afghan traditions and cultural norms.

·        Ability and willingness to work at communities with frequent field visits.

·        Excellent spoken/written English, Dari and Pashto

·        Ability to review and monitor activity and record outcomes and learning.

·        Strong computer skills, particularly with the Microsoft Package.

·        Previous experience with UNWFP Programs is an asset.

·        Applicants with above qualifications from Sar-e-Pul province will be given priority.
