The Organization of Human Welfare (OHW) is a non-governmental organization and is non-political, not-for-profit, and impartial organization with no bias towards a particular religion, ethnicity, or political belief. It has its own independent legal status and entity. OHW is operating since 2007 in the country with active membership with the national clusters and international donor agencies in Afghanistan including SWABAC, ACBAR, AICS, BAAG, AWN and most of the national and international Clusters operates based in Afghanistan.

Job Description

Job Summary:

The Legal Assistant provides direct, hands-on field support to execute day-to-day legal identity interventions. He/she works directly within the target communities to identify undocumented families, conduct baseline intakes, provide initial counseling, and physically accompany beneficiaries through the government administrative process.

Duties and Responsibilities

  • Conduct the physical registration of LID cases through community mobile desks and high-density returnee settlements.
  • Complete standardized intake forms, ensuring accurate capture of family background data, vulnerability status, and identity gaps.

·       Conduct field-level needs assessments and context-monitoring surveys as required under the guidance of the Legal Project Officer.

·       Provide high-quality legal counseling sessions and end-to-end administrative accompaniment to beneficiaries visiting local NSIA offices, ensuring services align completely with project SOPs.

·       Maintain strict adherence to OHW policies, organizational guidance, and standard operating procedures across all daily field implementations.

·       Coordinate closely with traditional village Maliks, Shuras, and Community Development Councils (CDCs) to facilitate witness attestation steps safely and transparently.

·       Maintain updated, spotless daily case tracking sheets and submit routine verification logs to the Legal Project Officer.

·       Support inter-agency referral tracking to ensure vulnerable cases received from UN agencies or other NGOs are processed effectively.

      Policy Compliance & Institutional Support:

  • Maintain strict adherence to OHW policies, guidelines, and procedures, including the humanitarian code of conduct, PSEA, and data protection rules.
  • Directly assist the Project officer in drafting weekly progress updates, monthly narrative logs, and tracking field performance indicators.
  • Coordinate closely with traditional village Maliks, Shuras, and Community Development Councils (CDCs) to facilitate witness attestation steps safely and transparently.

Job Requirements

Bachlor degree in Law (LL.B.), Sharia or related health field.

Minimum of 1–2 years of experience providing legal aid, paralegal support, or case management services within a humanitarian environment.

Excellent communication, facilitation, coordination, and report-writing skills.

Ability to work effectively with communities, local authorities, and diverse stakeholders.

Fluency in Pashto and Dari; working knowledge of English is preferred.

Proficiency in Microsoft Office applications, particularly Word, Excel, and PowerPoint.
