Job Description

The PSS & Protection Officer will provide psychosocial support (PSS) and protection services to crisis-affected individuals, particularly IDPs, returnees, and other vulnerable groups. The role includes conducting protection assessments, identifying protection risks, managing and referring protection cases, and providing community awareness on protection and available services. The Officer will also support the implementation of Protection from Sexual Exploitation and Abuse (PSEA) activities, promote safeguarding and the Code of Conduct, and ensure safe and confidential referral of PSEA concerns. The position is responsible for maintaining accurate case documentation, monitoring protection issues, and ensuring compliance with organizational, donor, and humanitarian protection standards.

Role and Responsibilities:

·       Conduct protection-focused assessments and provide psychosocial support (PSS) to vulnerable individuals, particularly internally displaced persons (IDPs) and returnees.

·       Identify protection risks, manage and refer protection cases to specialized services, and follow up to ensure appropriate support is provided.

·       Support community awareness and outreach activities on protection rights, safety, available services, and safe referral pathways.

·       Promote Protection from Sexual Exploitation and Abuse (PSEA) by raising awareness among project staff, volunteers, beneficiaries, and community members on the organization's Code of Conduct, reporting mechanisms, and survivor-centered approaches.

·       Receive and safely refer PSEA-related complaints in line with organizational procedures, ensuring confidentiality, dignity, and a survivor-centered approach.

·       Support the implementation of safeguarding and PSEA activities, including staff orientation, beneficiary awareness sessions, and monitoring compliance with PSEA standards.

·       Maintain accurate case records and documentation while ensuring confidentiality and compliance with protection, safeguarding, and PSEA standards.

·       Collaborate with field teams, community leaders, and relevant stakeholders to implement protection and PSEA strategies, monitor emerging protection risks, and strengthen the safety and protection of project staff and beneficiaries.

Job Requirements

·       Bachelor's degree in Social Work, Psychology, Human Rights, Protection, Gender Studies, or a related field.

·       Minimum of 2–3 years of relevant experience in protection, psychosocial support (PSS), PSEA, or humanitarian programming, preferably working with IDPs, returnees, refugees, or other vulnerable populations.

·       Strong knowledge of protection principles, psychosocial support, Protection from Sexual Exploitation and Abuse (PSEA), safeguarding, and humanitarian protection standards.

·       Experience in case management, protection referrals, documentation, and coordination with service providers.

·       Knowledge of survivor-centered approaches, confidentiality, and safe referral pathways for protection and PSEA cases.

·       Strong communication, facilitation, and interpersonal skills, with the ability to engage respectfully and sensitively with vulnerable communities.

·       Experience delivering community awareness sessions and staff orientation on protection, PSEA, safeguarding, and Code of Conduct is an asset.

·       Fluency in Dari and/or Pashto is required; working knowledge of English is an advantage.

·       Ability to work independently, under pressure, and in challenging field environments.

·       High level of integrity, professionalism, confidentiality, and commitment to humanitarian principles, safeguarding, and PSEA standards.
