Shining Star Educational Organization of Afghanistan (SSEOA) is a non-profit, non-governmental, and non-political organization registered with the Ministry of Economy of Afghanistan, with Registration Number 4388 dated February 18, 2018. SSEOA works in the fields of education, health, and livelihood in the remote regions of Afghanistan. SSEOA envisions creating educational opportunities for girls and women to grow, thrive, and prosper. SSEOA works to empower communities in Afghanistan through education, especially for girls, promotes peace through education, and conveys the importance of these activities all around the country. Our mission is to empower Afghans, especially girls and women in the remote regions of Afghanistan by creating educational opportunities and livelihood skills because SSEOA has a firm belief that without educating girls, peace and prosperity is not possible.
SSEOA boasts a team of highly qualified professionals renowned for their discipline, organization, efficiency, and extensive tenure within both national and international organizations. The team is spearheaded by an Executive Body comprising of the Executive Director, Deputy Director, Program Director, Finance Manager, and Program Manager, each bringing a wealth of experience and expertise to the table. At the helm of strategic governance stands SSEOA's Board of Directors, comprising five distinguished members renowned for their extensive experience working with the government and NGO sector.
Job Description
The Admin and Finance Officer will be responsible for managing financial operations and administrative functions of the School Feeding Project in Nuristan province. The role ensures proper financial management, accurate record-keeping, compliance with donor (WFP) requirements, and efficient administrative support for project implementation.
Key Responsibilities:
Financial Management
• Maintain accurate financial records, including cashbooks, ledgers, and supporting documents.
• Process payments, vouchers, and financial transactions in line with organizational and donor policies.
• Prepare monthly, quarterly, and annual financial reports.
• Monitor project expenditures against the approved budget and report variances.
• Ensure proper filing and documentation of all financial records.
Budgeting & Financial Planning
• Support preparation and revision of project budgets.
• Track budget utilization and provide regular updates to the Project Manager.
• Assist in financial forecasting and cash flow management.
Cash & Bank Management
• Manage petty cash and ensure proper cash handling procedures.
• Prepare bank reconciliations and ensure timely banking transactions.
• Ensure safe custody of cash and financial documents.
Administrative Management
• Manage office administration, including supplies, equipment, and facilities.
• Maintain staff attendance records, leave tracking, and personnel files.
• Support recruitment processes, contracts, and HR documentation.
• Ensure proper filing systems for administrative and HR documents.
Procurement & Logistics Support
• Support procurement processes in coordination with logistics team.
• Ensure procurement documentation complies with SSEOA and donor guidelines.
• Assist in contract management and vendor payments.
Reporting & Compliance
• Prepare financial reports in line with WFP and SSEOA requirements.
• Support internal and external audits by providing necessary documentation.
• Ensure compliance with financial policies, procedures, and donor regulations.
• Maintain transparency and accountability in all financial and administrative operations.
Coordination & Support
• Work closely with the Project Manager, Logistic Officer, and other staff.
• Coordinate with headquarters finance and admin teams.
• Support field operations through timely financial and administrative services.
Safeguarding & Ethics
• Uphold organizational values of integrity, transparency, and accountability.
• Ensure compliance with safeguarding, child protection, and PSEA policies.
• Report any suspected fraud, misuse of funds, or misconduct immediately.
Job Requirements
- Bachelor’s degree in Finance, Accounting, Business Administration, or a related field.
- Minimum 3–5 years of relevant experience in finance and administration.
- Experience working with NGOs or donor-funded projects is required.
- Experience with WFP or similar donor projects is highly preferred.
- Experience working in remote or challenging environments is an asset.
- Strong financial management and accounting skills.
- Good knowledge of budgeting and financial reporting.
- Strong organizational and administrative skills.
- Proficiency in MS Office (especially Excel).
- Attention to detail and accuracy.
- Strong communication and interpersonal skills.
- Ability to work under pressure and meet deadlines.
- Integrity and accountability in handling financial resources
