Shining Star Educational Organization of Afghanistan (SSEOA) is a non-profit, non-governmental, and non-political organization registered with the Ministry of Economy of Afghanistan, with Registration Number 4388 dated February 18, 2018. SSEOA works in the fields of education, health, and livelihood in the remote regions of Afghanistan. Job Description

The MEAL Team Leader will lead the Monitoring, Evaluation, Accountability, and Learning (MEAL) functions of the School Feeding Project in Nuristan province. The position is responsible for designing and implementing MEAL systems, ensuring data quality, tracking project performance, strengthening accountability mechanisms, and promoting learning to improve project outcomes. The MEAL Team Leader will ensure compliance with WFP requirements and support evidence-based decision-making.

Key Responsibilities: 

MEAL System Design & Implementation

• Develop and implement the project MEAL framework, including indicators, tools, and methodologies aligned with WFP requirements.
• Design data collection tools, monitoring plans, and reporting templates.
• Ensure systematic tracking of outputs, outcomes, and project impact.
• Establish baseline, midline, and endline assessments as required.

Monitoring & Data Management

• Oversee regular data collection, verification, and validation processes.
• Ensure data accuracy, completeness, and timeliness.
• Conduct field monitoring visits to assess project progress and quality.
• Maintain databases and ensure proper data storage and management systems.

Evaluation & Learning

• Lead project evaluations, assessments, and surveys.
• Analyze data and generate insights to inform program improvements.
• Document lessons learned, best practices, and success stories.
• Facilitate learning sessions and reflection meetings with project staff.

Accountability & Feedback Mechanisms (AAP)

• Establish and manage beneficiary feedback and complaint response mechanisms.
• Ensure communities are informed about their rights, entitlements, and project services.
• Track, respond to, and report on complaints and feedback in a timely manner.
• Promote transparency and accountability at all levels of project implementation.

Reporting & Documentation

• Prepare high-quality MEAL reports (weekly, monthly, quarterly, and donor reports).
• Support preparation of reports required by WFP and internal management.
• Ensure proper documentation of monitoring findings and recommendations.
• Provide regular updates to the Project Manager on project performance.

Capacity Building & Team Support

• Train and mentor project staff on MEAL tools, data collection, and reporting.
• Build capacity of field teams on monitoring and accountability practices.
• Support staff in integrating MEAL into their daily activities.

Coordination & Compliance

• Coordinate with WFP MEAL teams and other stakeholders.
• Ensure compliance with donor requirements and SSEOA policies.
• Support audits, evaluations, and monitoring visits by donors.
• Ensure integration of cross-cutting issues such as gender, protection, and inclusion.

Safeguarding & Ethics

• Ensure ethical data collection and confidentiality of information.
• Uphold safeguarding, child protection, and PSEA principles.
• Report any protection concerns or misconduct identified during monitoring activities.

Job Requirements

  • Bachelor’s degree in Statistics, Development Studies, Social Sciences, Economics, or a related field (Master’s degree preferred).
  • Minimum 5 years of relevant experience in MEAL, preferably in humanitarian or development projects.
  •  Proven experience in designing and managing MEAL systems.
  • Experience working with donor-funded projects (experience with WFP is highly preferred).
  • Experience in data analysis, surveys, and evaluations.
  • Experience working in remote and challenging environments is an asset.
  • Strong analytical and data management skills.
  • Proficiency in data analysis tools (Excel, SPSS, or similar).
  •  Excellent reporting and documentation skills.
  • Strong understanding of accountability frameworks (AAP).
  • Good training and facilitation skills.
  • Strong communication and interpersonal skills.
  • Attention to detail and problem-solving ability.
  • Familiarity with the local context of Nuristan.
