About Agricultural Development Fund:

The Agricultural Development Fund (ADF) will act as a second-tier wholesale lending institution that will lend to intermediaries in the agricultural value chain, who will then on-lend to small commercial farmers, defined as farmers with 1-30 hectares. ADF is capitalized by a $100 million grant provided by the United States Government to the Government of the Islamic Republic of Afghanistan to increase lending to the agriculture sector to create a more competitive agriculture sector through expanded agricultural production and increased incomes for agricultural households. ADF will lend directly and indirectly to banks, non-bank financial institutions, credit unions, microfinance institutions and non-financial intermediaries such as private farmer associations, farm stores, agricultural depots, food processors, agribusinesses and other market participants and informal providers of finance that support the development of agricultural value chains in Afghanistan and can enhance the supply of agricultural Islamic financing  to  end-Agribusiness  at the farm level.

Position Summary:

The Construction Project Monitoring Engineer is responsible for overseeing, tracking, and evaluating construction projects to ensure compliance with contractual requirements, technical specifications, quality standards, timelines, and budgets. The role involves continuous monitoring of project progress, risk management, stakeholder coordination, and reporting to senior management to support successful and timely completion of construction projects.

  1. Project Monitoring & Control
  • Oversee day-to-day monitoring of construction projects across multiple sites.
  • Ensure projects are executed in compliance with drawings, specifications, contracts, safety standards, and environmental regulations.
  • Track progress against schedules, budgets, and performance indicators.
  1. Quality Assurance
  • Implement quality control and monitoring systems to ensure construction works meet required standards.
  • Conduct site visits and inspections to verify workmanship and adherence to specifications.
  • Review contractors’ quality assurance/quality control (QA/QC) documentation.
  1. Reporting & Documentation
  • Prepare detailed progress reports, monitoring checklists, and compliance assessments.
  • Maintain accurate project records including site diaries, photographic evidence, and contractor submissions.
  • Provide management with weekly/monthly status updates highlighting achievements, risks, and corrective actions.
  1. Risk & Issue Management
  • Identify risks, bottlenecks, and deviations from project plans.
  • Recommend corrective measures to keep the project on track.
  • Monitor safety compliance and report safety violations.
  1. Stakeholder Coordination
  • Coordinate with contractors, government authorities, and internal teams.
  • Attend project meetings, review progress claims, and validate contractor invoices against actual work completed.
  • Facilitate communication between field teams and management.
  1. Financial Oversight
  • Monitor expenditure against approved budgets.
  • Verify and evaluate variation orders, claims, and contractor requests for payment.
  • Support cost-control measures to prevent overruns.

Job Requirements:

  • Bachelor’s degree in Civil Engineering, Construction Management, or related field (Master’s preferred).
  • Minimum 3–5 years of progressive experience in construction monitoring, supervision, or project management.
  • Strong knowledge of construction methodologies, standards, and regulations.
  • Proficiency in MS Office Suite.
  • Excellent reporting, communication, and analytical skills.
  • Ability to work independently and manage the stated project.
  • Strong leadership, problem-solving, and recommendation abilities.
