Aga Khan Health Services (AKHS) is one of the most comprehensive private, not‐for‐profit health care systems in the developing world with community health programs in large geographical areas in Central and South Asia, as well as in East Africa.

The Aga Khan Health Services, Afghanistan (AKHS, A) was established in 2003 as part of the Aga Khan Development Network (AKDN). AKHS, A provides health care services mainly on behalf of the government including the Ministry of Public Health’s of Afghanistan’s Basic Package of Health Services (BPHS) and Essential Package of Hospital Services (EPHS). AKHS, A is unique both in scale and scope, delivering critical health services along the continuum of care, from Community Health Workers (CHWs) to ISO certified hospital facilities.

AKHS, A is currently implementing healthcare services in Bamyan, Baghlan, Badakhshan, Kabul and Takhar provinces. The agency’s scope of work includes the provision of primary and secondary healthcare, preventive and curative medical care, Nursing and Midwifery education, Human Resources Development and Hospital Management. As BPHS and EPHS implementer, AKHS, A provides technical support as well as capacity building of health personnel, immunization services, nutrition trainings and the training of Community Health Nurses and Community Health Midwives.

AKHS, A draws on internal and other donor fundings to continue supplementary and complementary support to the national health system. Moreover, AKHS, A has introduced innovations, including, expansions of e-Health services, e-learning initiatives, and cross border arrangements. To promote healthy environment, AKHS, A is also implementing net zero and greenhouse gas emission initiatives.

Job Descriptions:

  • Manage, design & develop, create, and maintain small-scale to large-scale renovation/construction projects in a safe, timely and sustainable manner.
  • Conduct on site investigations/monitoring and analyze data (maps, reports, tests, drawings, BOQs and other)
  • Oversee Civil Engineering/Mainatnace Department activities to ensure smooth functions of the departmental activities including Landscaping and environmental parameters for daily operations of maintenance
  • Supervise & lead in Construction related works including renovation, for planning, execution monitoring and closures. Coordinate with other departments of AKHS to make the plans happened.
  • Coordinate with NPO on design related issues for planning and execution of projects in health facilities.
  • Coordinate with users for execution of work & arrange issuance of notification of work commence to stakeholders.
  • Assess potential risks, materials, and costs. Also, consider safety matters of buildings and people as per AKDN sister agencies disaster management policy and procedure.
  • Advice and resolve creatively any emerging problems/deficiencies as per AKHS, A policies and procedure.
  • Oversee and mentor staff and liaise with a variety of stakeholders including MOPH, AKF, AKAH and other agencies.
  • Proper monitoring and handling renovation and structures related tasks and completing it on timely manner as per required building standard as well as fulfill user need and expectation.
  • Monitor and submit progress report of project and renovation to the supervisor and stakeholders and compile reports in a proper manner. He is also responsible for keeping records of project status, drawings and BOQ for any future use as well as for audit purposes.
  • Manage, budget and purchase equipment/materials as per need of site.
  • Comply with guidelines and regulations including permits, safety etc. Also, keep records of technical files and other technical documentation which are required.
  • Frequent travelling between provinces of Badakhshan, Bamyan, Kabul, Baghlan and Takhar during project implementation
  • Put efforts to improve the skills and expertise of the staff working under his scope.
  • Any other assignment assigned by supervisor/management appropriately related to civil and grounds as well as other maintenance activities.
  • Provide site report on daily as well as whenever needed by his supervisor.
  • Responsible for checking contractor work and reporting to his immediate supervisor.
  • Responsible for distributing tasks to the worker as per the working conditions. 
  • Responsible for customer satisfaction at AKHS clinics. Check all areas of health facilities related tasks and resolve the issues on a priority basis.
  • Assist skill labor for during renovation and related activities.
  • Responsible for the task related to water and sanitation as well as plumbing and electrical related work/renovations in the health facilities and seek guidance of his supervisor on timely solutions of problems arises.
  • Good understanding of QoC (Quality of care) related renovation and activities of the health facilities.

Job Requirements:

  • Work experience of 5 years or higher in related field.
  • Proven working experience in civil engineering for construction and renovation related projects.
  • Additional working experience of electrical and plumbing would be given preference
  • B. E /B.Sc. Civil Engineering
  • Excellent knowledge of design and visualizations software such as Auto CAD, Civil 3D or similar
  • Proficiency in site layout, grading, utility design, erosion control, regulatory approvals etc
  • Project management and supervision skills
  • Strong communication and interpersonal skills
  • Proficiencies in English and English report writing will be considered as a plus point.
  • Ability to travel between the remote areas of Bamyan, Takhar, Badakhshan, Baghlan and Takhar.
