Job Descriptions:

Main Mission

  • Supervise and centralise the financial management of the mission.
  • Ensure compliance with MdM deadlines, procedures and policies, donor rules, local legislation, and MoUs with partners in the specialist area.
  • Lead/supervise teams, directly or indirectly (line or operational management) and/or support partners.
  • Provide technical support to operational staff on financial management.
  • Allocate 50% of working time to field office visits to ensure proper financial oversight, training, and compliance.

Main Activities

  • Monitor implementation of financial and cash management procedures of the mission and/or partners.
  • Communicate, advise, and provide support to teams (MdM or partners) in understanding the financial framework.
  • Provide technical support to operational staff, on-site financial staff, and/or partners.
  • Contribute to the development of the framework, procedures, and tools; suggest adjustments.
  • Provide technical supervision, capacity building, training, and support for teams (MdM and partners).
  • Train field finance staff on SAGA, monthly closing, and documentation for compliance.
  • Build the financial and accounting capacity of MdM and partner staff.
  • Conduct monthly visits to partner offices for spot checks, financial monitoring, and capacity building.
  • Engage in partner capacity assessments and contribute to partner capacity-building plans.
  • Arrange and facilitate trainings for staff on financial management, compliance, and reporting requirements.
  • Train logistics teams and budget holders on the proper usage of project codes for financial monitoring.
  • Ensure all monthly financial closings of the coordination office are completed in line with HQ deadlines.
  • Consolidate, control, and communicate accounting-related information.
  • Prepare budgets (monitoring, forecast, actual) and consolidate mission budgets.
  • Integrate headquarters’ costs.
  • Monitor financial plan and check allocations (accounting and budget codes).
  • Alert operational staff and line managers to discrepancies in consumption and financial risks.
  • Manage SAGA configurations.
  • Supervise cash management for the mission (cash flow, banks, internal transfers).
  • Consolidate supply requests and prepare overall mission supply requests.
  • Participate in writing donor reports, funding requests, amendments.
  • Contribute to audit management (prepare documents, respond to auditors, follow up recommendations).
  • Monitor legal and fiscal framework.
  • Supervise archiving of accounting and financial documents.
  • May perform administrative officer tasks (bookkeeping, monthly closing, paying suppliers, administrative management).
  • Act as technical representative of MdM with authorities, partners, and other NGOs.
  • Draft activity reports.

Management

  • Manage and lead a team (information, objectives, monitoring, leave, recruitment, discipline, security, training, skills management).
  • Plan and monitor activities and implement corrective actions.
  • Advise, arbitrate, and support measures in case of difficulties, malfunctions, or incidents.
  • Support and supervise training initiatives across MdM and partner staff to strengthen financial and administrative management skills.

Job Requirements:

Main Skills

Technical Skills

  • Master accounting and financial procedures (MdM and donors).
  • Summarise and communicate MdM and donor financial/accounting procedures.
  • Understand and interpret legal and fiscal frameworks.
  • Proficient in Excel and Microsoft Office Pack.
  • Proficient in field accounting software (SAGA).
  • Analyse discrepancies between forecasts and actuals, interpret and contextualise them, identify causes/risks, and report.
  • Analyse and communicate accounting and budgetary information.
  • Read, construct, analyse budgets and carry out budget monitoring.
  • Share professional expertise.
  • Identify training needs, train staff, and facilitate knowledge transfer.
  • Organise and prioritise activities, adapt planning to changing priorities.
  • Work in a team.
  • Draft and format professional documents (notes, reports, etc.).
  • Master the coordination language (English, Dari & Pushto).

Management Skills

  • Take decisions and arbitrate.
  • Draft action plans, follow up indicators and results.
  • Organise activities/objectives, distribute workload.
  • Communicate effectively with team.
  • Assess and develop colleagues’ skills.

Training & Experience Required

  • University degree in Finance, Accounting or Business Administration in the relevant field
  • 4 - 6 years of experience in financial and/or accounting management preferably with humanitarian non-governmental organizations required.
  • Any relevant training attended
