About ANHDO:

Afghanistan National Horticulture Development Organization (ANHDO) is a national non-governmental, non-profit, and non-political organization registered with the Ministry of Economy and established in April 2009. The development of ANHDO is part of the European Union (EU) and the Ministry of Agriculture, Irrigation, and Livestock's (MAIL) long-term strategy for the development of the horticulture sector in Afghanistan. Since then, ANHDO has developed into an important institution for horticulture development by comparing among other skilled and experienced Afghan professional organizations in the horticulture sector. ANHDO is operating in close coordination with the Ministry of Agriculture, Irrigation, and Livestock (MAIL) based on a separate Memorandum of Understanding (MoU). Hence, ANHDO is a cornerstoneof the long-term strategy for the development of the horticulture sector in Afghanistan.

Job Descriptions:

The Data Base Officer is responsible for managing and safeguarding the vital data generated through ANHDO’s PREVALE program. This role is central to ensuring that data from technical and market assessments, participatory appraisals, and training feedback is accurately captured, stored, and readily accessible for analysis and reporting. A centralized data management system will be designed and maintained to meet the project’s specific needs, incorporating digital tools and mobile data collection methods to support efficient operations in challenging field conditions.

In operation, a centralized data management system will be established to store survey instruments, responses, metadata, and audit trails, enabling easy retrieval for reporting and audits. Data quality will be safeguarded by establishing standards for cleanliness, validation rules, and provenance tracking to ensure accuracy and consistency across all datasets. Survey data will be linked with external datasets (e.g., census and market data) where appropriate, with privacy and data integrity preserved throughout the workflow.

Automated and manual checks will be implemented to ensure data quality, including range checks, cross-field validation, and consistency assessments; discrepancies will be reconciled promptly. Regular backups will be performed, and ongoing quality assurance will be conducted to monitor data inflows and detect potential issues early.

Data exports will be facilitated for analysis, and data will be visualized in different styles to support interpretation. Summaries and dashboards will be prepared for stakeholders, providing timely insights for decision-making and adaptive management. Collaboration with field staff and the MEAL team will be essential to maintain data integrity and security, even in contexts with limited technological infrastructure. Compliance with FCDO reporting standards will be actively pursued through robust data governance and transparent reporting practices.

Job Requirements:

  • Education: Bachelor’s degree in Computer Science, Information Management, or a related discipline.
  • Experience: A minimum of 3 years’ experience in database management within humanitarian or development contexts, preferably in challenging environments.
  • Skills: Proficiency in Microsoft Excel and relevant database management software; strong attention to detail; familiarity with digital data collection tools.
  • Languages: Fluency in English and at least one local language (Dari or Pashto).
  • Other: Demonstrated ability to implement secure data management protocols and operate in resource-poor settings.

Work Conditions:

  • Based in Kabul Office with frequent travel to provincial project sites.
  • May be required to work extended hours during peak implementation periods or reporting cycles.
