Job Description

The Project Manager will be a focal point person at the project level and will be responsible for the implementation FHH project and will be overall responsible for supporting project staff, implementation, planning, concept note development, leadership, and management of the project at the provincial level.

Key Duties and Responsibilities:

In consultation with the line manager, manage the entire project cycle, including planning, implementation, staff supervision, quality control, reporting, and administrative issues at the Family Health Houses (FHH). The Project Manager will oversee the planning, implementation, monitoring, and evaluation of the project. The role involves strategic leadership, staff management, coordination with stakeholders, financial oversight, and reporting to ensure high-quality program delivery.

1. Manage the entire project cycle, including planning, implementation, staff supervision, quality control, reporting, and administrative issues at the provincial level.
2. Develop and implement projects as part of the Program’s operational strategy.
3. Under the guidance of the Program Lead, ensure project monitoring, financial control, and compliance with ADVS policies, frameworks, and donor contractual obligations.
4. Monitor and analyze context developments to identify operational risks and opportunities and propose actions to the Program Lead.
5. Improve project quality through technical support and monitoring processes.
6. Oversee and support the establishment and operation of Family Health Houses.
7. Ensure delivery of RMNCH services, MHPSS, and GBV prevention and response.
8. Build capacity of frontline workers (midwives, counselors, outreach volunteers) in RMNCH protocols, psychological first aid, and GBV referral pathways.
9. Conduct quarterly supportive supervision visits and community awareness sessions.
10. Establish and strengthen referral pathways with local clinics, hospitals, and protection actors.
11. Control and support safe spaces and protection services for women and girls.
12. Provide training, awareness, and advocacy for project staff and communities, including persons with disabilities.
13. Deliver psychosocial support to survivors of violence and conflict.
14. Support immunization campaigns in remote areas and HPC establishment for referral cases.
15. Strengthen local capacity through tailored training and WASH programs.
16. Provide primary health services for mothers and children (ANC/PNC, immunization, family planning).
17. Support project documentation, including action plans, reports, and submissions to the Program Lead.
18. Organize and supervise support staff, ensuring coordination and effective communication.
19. Lead planning, implementation, and monitoring of project activities aligned with organizational strategies and donor requirements.
20. Develop annual and quarterly work plans and budgets in coordination with the Program Lead.
21. Conduct performance appraisals, identify training needs, and mentor staff.
22. Promote sustainability and innovation in project design and implementation.
23. Perform any other tasks assigned by the line manager.

Job Requirements:

Minimum Specialized Qualification:

1. Bachelor’s Degree in Health, Public Health, Family Planning, Maternal Health, or Equivalent; Master’s preferred.
2. Prior experience in Health, GBV, Primary Health Care, MHPSS, Family Planning, Maternal Health, Protection, and FHH projects, with sufficient experience in project implementation, grants, and contracts.
3. Fluency in Pashto and Dari, with strong communication skills; fluency in English required.
4. Minimum of 5-7 years of work experience in INGOs or local NGOs on health project implementation, especially FHH projects.
5. Strong work planning and management skills to meet deadlines.
6. Ability to establish relationships with government and non-government organizations, with effective outreach and networking at the provincial level.
7. Ability to build strong communication lines with stakeholders.
8. Proven leadership and staff management skills.
9. Strong communication, coordination, and negotiation skills.
10. Experience supporting the Program Lead in developing FHH projects.
11. Knowledge of safeguarding, gender mainstreaming, and protection principles.
12. Willingness and ability to travel to provinces/field sites as required.
13. Proficiency in MS Office (Word, Excel, PowerPoint) and preferably data management/reporting tools.
