The International Assistance Mission (IAM), established in 1966, is a non-profit charitable organisation where staff from Afghanistan serve in partnership with international volunteers to build capacity in the sectors of health and development, working together in hope for the welfare of the people of Afghanistan.

Job Descriptions:

Overarching Purpose:  

Overseeing the development programs to ensure that they meet quality standards and that they are in line with IAM’s strategic direction, Values and other international standards.

Key Responsibilities

Strategic Leadership & Program Management

  • Develop comprehensive provincial strategic plans that align with IAM's country strategy, incorporating local needs assessment, resource planning, and long-term sustainability goals
  • Lead the planning, implementation, monitoring, and evaluation of all provincial projects, ensuring quality standards and timely delivery while maintaining focus on community impact
  • Ensure the integration of cross-cutting themes, including gender equality, environmental sustainability, and conflict sensitivity across all programs and activities
  • Coordinate the development of detailed annual operational plans and budgets, including resource allocation, staffing plans, and activity timelines
  • Build and nurture strategic relationships with key stakeholders, including government officials, community leaders, and partner organizations, to ensure program effectiveness

Leadership & Supervision

  • Guide strategic direction, provide technical support, and ensure effective project implementation through regular coaching and performance management through direct supervision of:
    • Project Managers/Component Leads; MEARL; Media and Communications; Operations and Security; finance, Admin and HR
  • Ensure staff capacity gaps are identified, and plans are in place in consultation with the IAM Training Department.

Operational Management

  • Direct provincial operations, including Admin/HR, Finance, IT, and Logistics through integrated management systems that ensure efficient resource utilization
  • Foster effective coordination between technical and support functions to create synergies and improve program delivery
  • Establish and maintain security protocols and risk management strategies adapted to the local context
  • Oversee provincial resource allocation and budget management to maximize program impact while ensuring fiscal responsibility
  • Ensure strict compliance with organizational policies while adapting procedures to meet local needs effectively

Stakeholder Management & Coordination

  • Serve as IAM's primary representative at the provincial level, building strong relationships with government authorities and maintaining necessary permissions for program implementation
  • Develop and maintain strategic partnerships with community leaders, local organizations, and beneficiaries to ensure program relevance and community ownership
  • Facilitate collaboration with other Provincial Leads to share best practices, leverage resources, and ensure consistency in approach across provinces
  • Support donor engagement through high-quality reporting, proposal development, and relationship management

Job Requirements:

Education and Experience

  • Master’s degree in development studies, Management, or a related field with a focus on program management and organizational leadership
  • Minimum 8 years of progressive experience in the development sector, including demonstrated success in managing complex programs and diverse teams
  • Proven track record in multi-functional team management with experience in matrix organizational structures
  • Extensive experience in proposal development, donor relations, and strategic planning
  • Substantial experience working in Afghanistan or similar complex operating environments

Technical Skills

  • Advanced program management skills, including project cycle management, results-based management, and adaptive management approaches
  • Comprehensive financial management expertise, including budget development, financial controls, and donor compliance
  • In-depth security management experience, including risk assessment, protocol development, and crisis management
  • Expert-level proposal development skills with proven success in securing donor funding

Language Requirements
