Organization Background

Organization for Promotion of Health & Community Development (OPHCD) is a nongovernmental, non-political and independent organization. OPHCD has been established in 2017 and registered with the NGOs Department of the Ministry of Economy of the with license # 4160 as well as registered with the Ministry of Public Health of the Government of the Islamic Republic of Afghanistan with registration #762. In addition, the organization has membership of the Afghanistan National Health cluster, the Afghanistan National Nutrition Cluster, and ACBAR. OPHCD, as a non-governmental organization striving for the well-being of the people through promotion of health, education, WASH, protection and human rights, economic stability, and sustainable development of the communities with a focus on women and children, drug users, IDPs, and other marginalized groups of society in an equitable manner.

Main duties and responsibilities:

The incumbent for this assignment will mainly be responsible to ensure transparency and accountancy in the Finance Department of OPHCD. He will be responsible for equipping the finance department with state-of-the-art technology. The details of the tasks are given in the section below.

Job Descriptions:

Responsibilities:

  • Oversee the Implementation of the activities (grants prospective) based on the project objectives and annual approved work plan and budget.
  • Ensure project expenditures are within the allocated budget and in accordance with the project result framework and annual work plan.
  • Prepare and submit monthly and quarterly financial reports to the management and project donors.
  • Demonstrate a good teamwork and involve others in decision-making and keep them informed of the grants/finance relevant aspects of the projects.
  • Ensure provision of needed coaching to all project staff in terms of the forecast preparation and realistic budget design.
  • Hold monthly meetings with the project staffs and guide them on the financial issues.
  • Solving conflicts when raised (among his/her subordinates) and report to management.
  • Exchange experience and lessons learn among the staff.
  • Ensure the proper use and maintenance of OPHCD properties/resources and budget allocations. 
  • Present OPHCD and the finance department in all platforms when needed.
  • Make sure that financial database and records are always up to date.

Budget and Grants Management:

  • The FM will be responsible for the financial management and cash management of the OPHCD. He/She will make sure that none of the projects face liquidity and/or the activities get delayed due to unavailability of cash or budget deficit.
  • Ensure that OPHCD and donor’s requirements are considered at all stages of budget including preparation and implementation.
  • Review each project budget lines and transaction summaries for accuracy and burn rate.
  • Interpret project activities and expenses in a narrative format.
  • Work with Finance team to ensure cooperative agreement information is accurately entered into the accounting information system and bring necessary amendments when required.
  • Make sure compliance with donor financial rules and regulations. Maintain and regularly update donor compliance tracker.
  • Make sure compliance with the enforced laws of the country.
  • Maintain tracker for OPHCD contributions in the projects and prepare separate reports to ensure transparency in the expenditures.

Accounting:

  • Review the financial documents, ensure its integrity and make sure that all required information are available and recorded on supporting documents (invoice, contracts etc.) before registering financial transactions into QuickBooks. 
  • Prepare disbursement, receipts and journal entry vouchers on the basis of approved financial documents and ensure accuracy of costs allocation to projects.
  • Make sure that transactions are entered in to the system as soon as they are incurred and the filing system for the same is also maintained properly in the soft and hard manner.
  • Reconcile project advances and other sub ledgers of the project and make necessary adjustment entries for any errors are properly entered.
  • Make sure that monthly bank reconciliations are performed and documented.
  • Make sure that Advance register and Safe log book is maintained properly
  • Make sure that surprised cash counts are preformed with the cashier and the documents of surprised and regular cash counts are documented properly.
  • Ensure that all OPHCD and donor financial policies and procedures and Contribution are properly complied and documented.
  • Ensuring adequate filing system and correspondence is in place to support audits and donor requests for information.
  • Review monthly field expense and reported to donors.

Reporting

  • Prepare monthly, quarterly and annual financial reports.
  • Monitor budgets vs. expenditure using the budget monitoring tools and inform the Management about budget status on a monthly basis or when required.
  • Prepare financial narrative reports as and when required.
  • Prepare financial reports for submission to MoEC and MoF.
  • Make sure tax clearance or done on timely manner.
  • Make sure financial audit of the accounts are conduct on the specified intervals and facilitate the process.

Job Requirements:

Qualification:

  • Higher Education in Economics, Business Administration, Accounting with 5 years progressive experience in the Financial Management or Accounting with National or International NGOs.
  • Master’s or professional certification like ACCA or CPA is preferred.
  • Supervisory/Managerial level experience: At least 3–5 years in leading finance/accounting teams.
  • Proven experience with budgeting, forecasting, financial reporting, and audits.

Technical Skills

  • Strong command of financial software (QuickBooks, SAP, Oracle, or MS Dynamics)
  • Proficiency in Microsoft Excel (pivot tables, financial modeling, analysis)
  • Knowledge of international financial reporting standards (IFRS/GAAP)
  • Familiarity with tax laws, compliance, and regulations
  • Budget planning, cost control, and cash flow management
