About ACDO:

Asia Community Development Organization (ACDO) is an Afghan non-governmental, non-political and non-profit humanitarian organization founded in 2014 register with the Government of Islamic Republic of Afghanistan (GoIRA) under the supervision of the Ministry of Economy (MoEc) with a mission to provide humanitarian and development assistance to the vulnerable, at-risk and underserved people throughout the country.

ACDO responds to the needs of disadvantaged and marginalized rural and urban communities by managing and utilizing the available scars resources in a well, efficient, transparent and dignified manner to enhance resilience, boost access to education, ensure food and livelihood security, and promote social protection and inclusion.

ACDO has active presence at least in nine provinces in five regions of the country and intends to expand its operations to the remaining provinces as well with the aim to transform itself into a leading and developed organization which will deliver to and support significant number of people who had been affected by the long protracted and sudden on-set emergencies in Afghanistan. Regardless of the hardest circumstances that existed in Afghanistan in 2022 and 2021, ACDO has managed to deliver humanitarian and development assistance in Nangarhar, Herat, Balkh, Kabul, Kandahar, Bamyan, Wardak, Jawzjan, Paktia, Kunduz, Takhar, Laghman, Daikundi and Farah provinces.

Job Descriptions:

  • Make sure that all monthly financial documentation from all the field offices is received, reviewed, and approved by relevant field officers.
  • His/ Her role in making ensure the applicability of generally accepted accounting and audit principles and policies are followed and ensuring the adequacy and effectiveness of internal accounting procedures and operating systems and controls.
  • Preparing bank reconciliation on monthly basis for the ACDO bank accounts.
  • Preparing in a timely manner accurate financial report as required by the donor or for internal monitoring processes.
  • Ensure completeness of supportive documents such as; PR, PO, RFP, GRN, or Service receipt notes and prepare them as per the need.
  • Preparing budget versus the actual of all ACDO projects every month and submitting it to the line manager to compare and control operation costs as per the ACDO finance policy.
  • Responsible for maintaining donors' related documents in hard and ensuring its soft files are lively available in relevant folders and accessible.
  • Preparing leases, and subcontractor payments on schedule.
  • Supervision of provincial project focal point expenditures and assistance to program staff with proper monitoring of expenditures within the respective grants and components.
  • Tacking project sub-contractor’s budgets as per the UNICEF & ACDO guidelines.
  • Ensure tax payments strictly and deposited them to the MoF on time.
  • Ensure prepare timely, accurate month-end closing, cash requests, and cash reconciliations.
  • Ensure that all the contractual requirements are met based on donor and organizational policies and procedures.
  • Providing the Financial Reporting Of the project on a Weekly, monthly, and on a need basis to the ACDO Finance Manager and Executive Director.
  • Prepare documentation for events payments.
  • Check financial transactions and prepare vouchers and further necessary documentation.
  • Entering daily transactions of field and Head office level into financial software (Quick Book).
  • Ensure and do proper clearance of cash-flow to all field offices as per their advance requests.
  • Travel to Province as per the activities need.
  • Maintains field office system of accounts ensuring all accounting data is updated, reconciled, and fully supported on daily basis.
  • Oversee and assure an adequate and appropriate filing system for the copies of the original receipts within the finance section.
  • Receiving complete documents, invoices, bills, etc. ensuring the proper name, date, stamp, and supporting documents.
  • Ensure pay upon approval of bills and invoices by cash after the Finance Manager thoroughly cheques and cash the receipts.
  • Check the receipts for accounting codes, budget, donors, and auditors’ requirements in the absence of the Finance Specialist.
  • Participate and assist as needed with audit activities when required.
  • Monitor all expenditures and ensure that all transactions comply with the ACDO Finance policy and Contract terms and conditions.
  • Reconcile the cashbook of different currencies with the petty cash in the safe regularly.
  • Ensure compliance with the Country’s local laws, particularly on withholding taxes
  • Be available to carry out any other tasks deemed useful by his direct manager.
  • Responsible for any other technical and administrative tasks relevant to the role or department, or as assigned by the Finance Manager or Executive Director of ACDO.

Job Requirements:

  • Minimum Bachelor’s Degree in Finance/Accounting, ACCA, BBA, and Economic or any other relevant field

Experience:

  • Master degree with 3 years of relevant experience, or Bachelor degree with 5 years of relevant experience.

Skills:

  • Ability to cope well under pressure, work irregular hours and meet tight deadlines
  • Deadline-oriented
  • Experience in a relevant or similar position is required.
  • Knowledge and Experience of working with Quick Book and MS-office package application is essential.
  • Experience and ability of Afghan Taxation System rules and regulations implementation according to the schedule.
  • Ability to critically review and improve financial management and expenditure monitoring systems to increase accountability.
  • Excellent interpersonal and communication skills
  • Knowledge of financial Laws and regulations
  • Prior experience working with an NGO in Finance.
  • Ability to build strong lines of communication with all ACDO headquarter and provincial staff.

Language skills:

  • Fluent oral and written skills in English, Pashto, and Dari
