Purpose of the Role

The Health Supervisor ensures the effective management and functionality of Health Centers (BHC/CHC) within the assigned district. The role is critical for implementing healthcare services, overseeing technical and operational aspects, and ensuring compliance with Afghanistan’s Basic Package of Health Services (BPHS) guidelines to meet community health needs.

Key Responsibilities

Program Management and Supervision

  1. Lead the technical implementation of health projects within the district.
  2. Supervise the performance and functionality of assigned BHC/CHC.
  3. Coordinate with health facility staff to address operational challenges and improve service quality.
  4. Monitor the effectiveness and efficiency of referral systems to higher-level healthcare facilities.
  5. Ensure compliance with BPHS standards, MoPH guidelines, and donor requirements.
  6. Conduct regular site visits to ensure activities are implemented on time and provide supportive supervision.

Procurement and Supply Chain

  1. Coordinate the procurement, storage, and distribution of medical supplies and medicines.
  2. Monitor and manage stock levels at health facilities, ensuring availability and preventing stockouts.

Capacity Building

  1. Identify training needs among healthcare staff and develop training programs.
  2. Provide on-the-job training, mentorship, and technical guidance to health facility staff, including PSS Counselors and Health Promoters.
  3. Ensure Health Promoters and PSS Counselors are equipped with skills for community engagement and addressing psychosocial and health needs.

Data Management and Reporting

  1. Collect and validate health facility reports (e.g., HMIS reports, PSS activity reports, stock updates).
  2. Analyze data for trends, gaps, and areas for improvement.
  3. Prepare and submit detailed technical reports on project progress and healthcare service delivery.
  4. Provide constructive feedback to health facilities on reports and overall performance.

Coordination and Community Engagement

  1. Foster strong relationships with local healthcare providers, government authorities, and community leaders.
  2. Act as a liaison between BHCs, community elders, local authorities, and provincial health offices.
  3. Organize and participate in community health and psychosocial dialogues and meetings.
  4. Promote awareness of available health services, including maternal, child health, vaccination programs, and psychosocial support.

Compliance and Quality Assurance

  1. Implement quality control mechanisms to ensure the delivery of high-quality healthcare services.
  2. Ensure adherence to infection prevention and control (IPC) measures in facilities.
  3. Facilitate audits and address recommendations from external and internal assessments.

Other Responsibilities

  1. Represent the organization in technical discussions and meetings.
  2. Ensure active community participation, including feedback, awareness raising, and local resource mobilization.
  3. Perform other tasks as assigned by the Regional Project Manager.
