Job Descriptions:

The Civil Engineer is responsible for overall Survey, design, implementation, monitoring of building Improvement Plan (BIP) in participating districts of Kandahar and Nimroz Provinces. The incumbent will be also responsible for providing technical support to the field team to ensure all wash or construction work of project infrastructures are done according to the design and drawings and have smooth progress as per project timeline and requirement and timely reporting on progression. The Civil Engineer will be responsible for ensuring that all infrastructure projects are designed, implemented, and monitored according to national and international engineering standards, donor requirements, and organizational policies.

Key Responsibilities:

  • Prepare precise implementation plan for construction works and ensure all required resources for every single construction project at construction sites level are well estimated and planned as per the Budget.
  • Conduct site assessments and feasibility studies for planned infrastructure activities.
  • Prepare detailed engineering designs, drawings, BoQs (Bill of Quantities), and technical specifications.
  • Supervise construction works to ensure compliance with approved designs and quality standards.
  • Provide technical support to procurement processes related to construction materials and services.
  • Monitor contractors’ performance and ensure timely completion of works.
  • Prepare progress reports, technical documentation, and verification of completion certificates.
  • Ensure safety measures and environmental safeguards are integrated into all engineering works.
  • Coordinate with relevant government bodies, stakeholders, and community members.
  • Support capacity-building initiatives for local engineers, technicians, and laborers where needed.
  • Manage, monitor, interpret and explain the building plan, drawing and design documents supplied by the concerned authority.
  • Maintain constant liaison with the Contractor and their representatives (Architects, Engineers and Surveyors), including attending regular meetings to ensure the pace of work progress.
  • Survey the construction site and ensure that construction activities are carried out within demarcated land boundary and protect the site from external encroachment.
  • Ensure that the construction activities are carried out according to the plans, designs and drawings and ascertain accuracy of the qualities, quantities and proportions of the construction materials are precisely maintained.
  • Ensure that all materials used and works performed are in accordance with the specifications indicated in the contract document.
  • Review and agree on the quantity, quality and cost of the materials used for construction of the building by the Contractor.
  • Oversee quality control, health and safety matters of workers on the construction site. 12. Prepare various narratives, technical and financial reports as required.

Job Requirements:

  • Bachelor’s degree in Civil Engineering or related field (Master’s preferred).
  • Minimum of 3–5 years of relevant professional experience in civil works, especially in development or humanitarian projects.
  • Experience in rural or remote construction, including roads, water supply, schools, clinics, or irrigation is highly desirable.
  • Proficiency in AutoCAD, GPS, MS Project, and other relevant engineering software.
  • Strong knowledge of national building codes, international standards, and donor regulations.
  • Good communication, reporting, and teamwork skills.
  • Fluency in [Dari/Pashto and English] is required.
  • Willingness to travel to field sites and work in challenging environments.
  • Field-based work with frequent travel to project locations may be required.
