Job Description

Job Purpose:

To ensure the technically sound, timely, and community-integrated implementation of WASH infrastructure projects by overseeing construction compliance, coordinating stakeholders, mobilizing inclusive community participation, and providing rigorous monitoring and reporting throughout the project lifecycle.

Key Responsibilities

  • Coordinate with local authorities, community elders, beneficiaries, and partners.
  • Collect baseline data, conduct needs assessments, and document success stories.
  • Collaborate in preparing work plans and monitoring operational plans/project timelines.
  • Supervise all construction stages to ensure compliance with technical specifications, WASH standards, safety protocols, environmental regulations, and quality assurance.
  • Inspect construction activities to verify alignment with design criteria.
  • Ensure all construction activities adhere to industry standards, safety guidelines, and legal regulations.
  • Liaise with contractors and suppliers regarding construction materials and project contracts.
  • Participate in field meetings and workshops; provide regular project progress updates.
  • Organize community meetings, focus groups, and training sessions while actively promoting participation from all groups (women, youth, marginalized communities).
  • Maintain accurate records of activities and outputs.
  • Support logistical arrangements for community project activities.
  •  Prepare weekly, monthly, and final reports according to official project formats.
  • Perform additional tasks as required to support project operations.

Job Requirements

Qualifications and Experience

Education: Minimum of a Bachelor's degree in Civil Engineering, Water Supply Engineering or a related field.

Experience: 

  • At least 3 years of experience in construction/development projects within the WASH sector.
  • Familiarity with and ability to operate surveying equipment such as GPS, Total Station, and Level.
  • Proficiency in design software such as AutoCAD, AutoCAD Civil 3D, and Water GEMS.
  • Ability to manage technical teams and coordinate with beneficiaries and various stakeholders.
  • Fluency in one of the official languages of the country (Dari/Pashto) and English.
  • Strong capability in managing technical teams and effectively coordinating with diverse beneficiaries.
