About Ministry of Water and Energy:

In accordance with the Decree of the presidential office of Afghanistan in view of national politics and strategy of the country during 1383, the Ministry of Water and Energy (MWE) has been established from two existing ministries: Ministries of Energy, Water Resources and Environment.

The Government of Afghanistan has identified the rehabilitation and expansion of the country's physical infrastructure as one of its highest priorities for the reconstruction and development of Afghanistan. As part of the basic economic infrastructure of the country, the Energy and Water sector occupies special prominence in the Government's development plans. Several major power sector projects, funded by the National Development Budget and by international financial institutions and donors, are presently under implementation and planning under the general oversight of the Ministry of Water and Energy (MWE).

Given the technical complexity of the Energy and Water sector and the particular demands posed by the coordination of the projects that are being funded by various sources, the MWE assists its administration that will be based in Kabul and will reinforce MWE in its internal and external activities and projects smoothness and speediness in fulfilling its obligations for energy and water sector development.

Job Descriptions:

Overall Role:

The Senior Mechanical Specialist is responsible for the design, review, supervision, and management of all mechanical systems and equipment related to dam construction, hydropower plants, transmission lines, substations, and distribution networks. This includes key components such as turbines, penstocks, gates, valves, as well as supporting systems like HVAC, cooling, water supply, and firefighting systems.

Detailed Responsibilities:

1. Study and Assessment of Mechanical Equipment:

  • Evaluate and analyze mechanical equipment, including hydraulic turbines, penstocks, power transmission systems, gates, valves, chutes, and control mechanisms.
  • Review operational loads, hydrodynamic pressures, and environmental conditions, and their effects on mechanical components.
  • Conduct design and technical studies of turbines (Francis, Kaplan, Pelton) and generators.
  • Design and review of mechanical control and protection systems (e.g., governors).
  • Analyze and design of cooling, ventilation, and lubrication systems for mechanical equipment.
  • Select and evaluate mechanical equipment based on capacity, power, efficiency, and expected lifespan.
  • Conduct stress and pressure analysis on components such as penstocks, valves, and turbines.
  • Design, evaluate, and analyze mechanical systems such as:
    • HVAC, cooling, air conditioning (AC), fans, exhaust fans, heaters, boilers, and firefighting systems (e.g., sprinklers, safety systems) in accordance with relevant design codes.
    • Water infrastructure: irrigation systems, water supply networks (tanks, pipes, wells, and pumps), based on standard design requirements.
    • Wastewater and drainage systems: including sewer and sewage treatment systems.
    • Mechanical load calculations and analysis for equipment related to transmission lines, distribution systems, substations, and renewable energy projects.
    • All mechanical systems related to substations, transmission, and distribution infrastructure based on applicable codes.

2. Conceptual and Detailed Design:

  • Perform conceptual and detailed design of mechanical components in dams and hydropower plants (e.g., turbines, penstocks, gates, valves).
  • Define technical specifications, materials, and performance requirements.
  • Design of mechanical components for water supply, irrigation, drainage, HVAC, and other systems, based on international standards and design needs.
  • Review and assess all mechanical components in renewable energy, transmission, substation, and distribution projects, according to the project’s scope, Terms of Reference (TOR), and applicable standards.

3. Interdisciplinary Coordination:

  • Collaborate with structural, hydraulic, electrical, geotechnical, and environmental teams to ensure coordinated and integrated design.
  • Participate in technical meetings to address mechanical challenges and design solutions.

4. Preparation of Technical Documents and Tender Packages:

  • Prepare technical specifications and Bills of Quantities (BoQ) for mechanical and hydropower components.
  • Develop tender documents and support in evaluating technical proposals from suppliers or contractors.

5. Technical Supervision During Construction and Installation:

  • Perform site visits to monitor installation, commissioning, and testing of mechanical systems and turbines.
  • Ensure work is carried out according to design drawings and international standards.
  • Respond to RFIs and coordinate with the construction and supervision teams.

6. Risk and Safety Analysis of Mechanical Equipment:

  • Identify and assess risks such as corrosion, erosion, high pressure, vibration, and oscillation in turbines.
  • Recommend preventive and corrective actions, and contribute to advanced maintenance planning.

7. Cost Estimation and Scheduling:

  • Estimate quantities, cost, and resource needs for mechanical systems.
  • Develop time schedules and monitor progress of mechanical engineering works.

8. Support in Operation and Maintenance:

  • Develop O&M manuals for turbines and mechanical systems.
  • Assist in scheduling routine maintenance and recommending system improvements.

Job Requirements:

Required Skills and Qualifications:

  • Aa least bachelor’s degree in Mechanical Engineering or a closely related field with 7 years related field experienced and Master’s degree with 5 years related field experienced, Master’s degree preferred.
  • Minimum 5 years of experience in mechanical design and engineering for dams, hydropower facilities, transmission line, substations and distribution networks projects.
  • Proficient in mechanical design software such as AutoCAD Mechanical, SolidWorks, ANSYS, and other hydro-mechanical analysis tools
  • Familiarity with international standards including ASME, ISO, IEC, and hydro-mechanical/turbine equipment regulations.
  • Strong teamwork, communication, and coordination skills.
  • Fluency in English (written and spoken) is required.
