About Ministry of Water and Energy:

In accordance with the Decree of the presidential office of Afghanistan in view of national politics and strategy of the country during 1383, the Ministry of Water and Energy (MWE) has been established from two existing ministries: Ministries of Energy, Water Resources and Environment.

The Government of Afghanistan has identified the rehabilitation and expansion of the country's physical infrastructure as one of its highest priorities for the reconstruction and development of Afghanistan. As part of the basic economic infrastructure of the country, the Energy and Water sector occupies special prominence in the Government's development plans. Several major power sector projects, funded by the National Development Budget and by international financial institutions and donors, are presently under implementation and planning under the general oversight of the Ministry of Water and Energy (MWE).

Given the technical complexity of the Energy and Water sector and the particular demands posed by the coordination of the projects that are being funded by various sources, the MWE assists its administration that will be based in Kabul and will reinforce MWE in its internal and external activities and projects smoothness and speediness in fulfilling its obligations for energy and water sector development.

Job Descriptions:

Overall, Role.

The job and responsibilities of a Senior Solar Design Specialist generally role focuses on the advanced planning, engineering, designing, reviewing, assessment and optimization of solar energy systems up to 100MW and. Below is a breakdown of typical duties and responsibilities,

Duties and Responsibilities.

  • Design residential, commercial, governmental, or utility-scale solar PV systems up to 100MW using software like AutoCAD, PVsyst, Helioscope, or Aurora Solar, PVsol based on standard codes.
  • Select system components (e.g., panels, inverters, batteries, cable, circuit breaker, transformers, solar protection system, grounding, charge controller, MDP…etc., racking systems) which complete all component of solar system projects based on project needs, environmental conditions and design requirement.
  • Ensure designs comply with local, National and international electrical codes, standards, utility requirements, and industry standards (e.g., NEC, IEC, UL, BS).
  • Conduct solar irradiance and shading analysis using site survey data.
  • Perform energy yield simulations and performance modeling.
  • Optimize system layout for maximum efficiency and ROI.
  • Prepare technical documentation for permit applications, utility interconnection, and AHJ (Authority Having Jurisdiction) approval.
  • Generate single-line diagrams (SLDs), layout drawings, and electrical calculations
  • Assist project managers and site engineers during installation phases by clarifying design intent.
  • Responding and answering of RFI comments or modification based on standard codes and design requirement.
  • Estimate quantities, cost, and resource needs for solar systems.
  • Review as-built drawings and ensure installed systems match design specs.
  • Provide technical input during commissioning and troubleshooting.
  • Coordinate with sales teams, project managers, and clients to align system design with customer requirements.
  • Present design proposals and explain technical details to non-technical stakeholders.
  • Review third-party or junior engineer designs for accuracy and compliance.
  • Stay updated on code changes, technology trends, and best practices in solar PV design.
  • Mentor junior designers or engineers.
  • Conduct training sessions for internal teams on new tools or standards.
  • Provide accurate equipment specifications and system sizing for cost estimation.
  • Provide accurate TOR and specification for specific solar projects.
  • Preliminary assessment of solar projects site and location with consideration of all factor which effect or solar project’s location and weather condition.
  • Suggest design modifications to improve performance or reduce costs
  • To ensure the technical accuracy, specification, TOR code compliance, and overall quality of solar PV system designs before they move forward to permitting, procurement, or construction
  • Preparing and making of technical specification, TOR, Narrative for large solar projects.
  • Review solar PV system designs (residential, commercial, governmental or utility-scale) prepared by junior designers, contractors or third parties.
  • Verify that all system components and configurations meet electrical codes (e.g., NEC), structural standards, and internal guidelines.
  • Check for technical errors, design inconsistencies, or potential issues in layouts, string sizing, wire calculations, and equipment selection
  • Ensure compliance with:
    • National Electric Code (NEC)
    • Local permitting requirements
    • Utility interconnection guidelines
    • Fire safety and setback requirements
  • Keep up to date with code changes and regional requirements
  • Provide final sign-off or approval of design documents, drawings, and technical packages.
  • Assume accountability for design correctness before the project proceeds.
  • Guide and mentor junior engineers/designers.
  • Provide feedback to improve design practices and processes.
  • Help develop internal design standards and templates
  • To ensures that every solar design is safe, compliant, optimized, and ready for implementation — reducing the risk of costly errors during construction or permitting.
  • Measuring, analyzing, calculation and designing of wind speed, direction, and patterns using instruments like anemometers and LiDAR for large wind energy projects.
  • Conducting wind resource assessments to evaluate the potential for wind energy generation at a given site.
  • Estimate quantities, cost, and resource needs for wind energy projects.
  • Providing data and insights to help design wind turbines, wind farms, or structures that need to withstand wind loads.
  • Modeling and predicting wind behavior for environmental impact studies or engineering projects.
  • Collaborating with engineers, meteorologists, and project managers to optimize the performance and safety of wind-related projects
  • Measuring and analyzing of renewable energy like thermal energy, and other renewable energy.
  • Review, analyze, preparing of electrical power system specification, TOR, Narrative like substation, transmission line and distribution projects.

Job Requirements:

Required Skills and Qualifications

  • Educational Background:
    At least bachelor’s degree in Electrical Engineering, Renewable Energy, or a related field is required with 7 years related field experienced and Master’s degree with 5 years related field experienced, Master’s degree preferred.
  • Experience:
    Minimum of 7 years of professional experience in designing solar PV systems, with a focus on utility-scale (up to 100MW) and commercial installations.
  • Technical Skills:
    • Proficiency in solar design software such as PVsyst, Helioscope, Aurora Solar, and AutoCAD, windpro, windsim…
    • Knowledge of solar PV system components, including modules, inverters, racking, and energy storage systems.
    • Experience with grid-tied and off-grid system designs, including hybrid and battery-backed systems.
    • Ability to perform system performance simulations, shading analysis, and energy yield assessments.
  • Standards & Codes Knowledge:
    Familiarity with NEC, IEC, IEEE, and local electrical codes, as well as safety and permitting requirements for solar PV projects.
  • Language:
    Fluency in English is required. Additional languages are a plus.
