OCHR is a nonprofit, nongovernmental organization implementing relief, stabilization, and development programs across Afghanistan. OCHR program planning and theory of change mainly focus to achieve A-SDGs i.e. its institutional setup and policy documents is founded to recognize and interlink sustainable development and relevant ongoing processes.

Since its establishment, throughout the years OCHR has developed an integrated strategic approach, which addresses the needs of vulnerable people living both in humanitarian and development settings. OCHR's key programmatic and strategic priorities in Afghanistan are;

  • Water Sanitation and Hygiene-WASH.
  • Peace, justice and social development through public awareness and human rights, promoting right-based approaches.

OCHR differ widely in its program planning and strategies—contributing in long-term interventions concerning humanitarian response and sustainable development, and specifically focuses on the ultra-poor communities of Afghanistan enabling them to develop sustainable livelihood through microfinance and re-integration into society.

Job Descriptions:

OCHR is seeking a qualified WASH Project Manager to oversee its WASH portfolio within its development and humanitarian response efforts. The role involves the technical development, planning, and implementation of the AHF-funded WASH project, including the rehabilitation and construction of water networks and sanitation facilities, as well as hygiene promotion interventions. The Lead will coordinate with local authorities, participate in WASH cluster meetings, conduct assessments, and ensure adherence to technical standards. Responsibilities also include managing the WASH team, providing technical support, and leading capacity-building efforts to ensure effective and high-quality program delivery.

Key Responsibilities

  • Lead and coordinate the overall implementation of WASH project activities in targeted districts.
  • Ensure construction and renovation work complies with safety, quality, and gender-responsive design standards.
  • Coordinate with engineers, contractors, and logistics teams to ensure timely and quality project delivery.
  • Supervise and monitor field activities, ensuring technical accuracy and adherence to timelines.
  • Liaise with local authorities, communities, community management structures, and relevant stakeholders.
  • Establish and maintain a responsive community feedback mechanism throughout the project.
  • Ensure proper documentation, reporting, and knowledge management.
  • Carrying out of assessments and post-implementation monitoring.
  • Train and supervise project staff, ensuring compliance with gender, GBV, and PSEA protocols.
  • Conduct ToT for mobilizers to perform the awareness sessions on the community and institutional levels.
  • Submit regular progress reports to OCHR senior management and relevant stakeholders as required.
  • Ensure compliance with OCHR's policies on child safeguarding, PSEA, and Do No Harm principles.

Job Requirements:

  • University degree in civil engineering, preferably with specialization in Water and Sanitation or similar relevant qualification.         
  • Technical and practical competence in WASH including experience in rural water supply, sustainable sanitation solutions, hygiene promotion, emergency programs and related activities.
  • Experience in managing multi-faceted WASH programs in developing country
  • Proven experience in program development, monitoring and reporting
  • Excellent written and oral English language skills
  • Previous experience in a similar role
  • Previous coordination/management experience
  • Previous experience with WASH clusters, relevant UN agencies
  • Structured, well organized and self-driven
  • Excellent communication, cooperation and interpersonal skills
  • Ability to build other people’s capacity
  • Culture and conflict sensitive
