About TLO:

The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Paktika, Herat, Ghazni, Farah, Samangan, Balkh, Nangarhar, Maidan wardak and Baghlan and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management.

Job Descriptions:

  • Lead on Introduction, awareness raising and community mobilization for PREVALE project activities.
  • Lead on desk review of CB-NRM operational manual, field research about tribal agreements regarding forest, and watershed landscape and vegetation resources assessment.
  • Lead and coordinate project activities with implementing partners, provincial line departments, district authorities, DDAs and CDCs.
  • Lead on defining and describing the CBNRM Zones, start dialogue with main stakeholders, agree on objectives for CBNRM Zone, make an action plan, develop budget plan.
  • Lead on developing a resource inventory, problems identification, setting goals and objectives (Resources mapping, Problem identification and ranking).
  • Lead on CB-NRM institutions establishment, formal registration, community technical need assessment and institution technical training to build CB-NRM technical and institutional capacity.
  • Leading and providing technical instructions to the project staff on project interventions.
  • Lead on data collection and development of technical proposal.
  • Produce project monthly, semi-annual and annual operational reports as per donor template and requirements.
  • Conduct budget review and control, and initiate budget realignment process in collaboration with ENRM Coordinator and Finance Manager.
  • Coordinate project activities and operations with admin and finance to make sure appropriate support is provided for project implementation at Main Office and provincial level.
  • Attend relevant network meetings and forums to share development in PREVALE Project and to supervise the project staff.
  • Support Project staff in technical survey of watershed areas in Paktika Province.
  • Participate in donor field missions to Paktika.   
  • Participate in the donor Coordination meetings.
  • Perform any other task assigned by the ENRM Coordinator and Program Manager.

Job Requirements:

  • Bachelor’s Degree, Master degree preferred in Agriculture or other relevant fields,
  • At least 3-5 years of professional working experience in a similar position,
  • Excellent English, Pashto and Dari (spoken and written) skills,
  • High-level proficiency in MS Office and Internet applications,
  • Excellent communication and interpersonal skills.
  • Punctual and hard-working, desire to meet deadlines,
  • Comprehensive knowledge of reporting.
