About TLO:

The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Paktika, Herat, Ghazni, Farah, Samangan, Balkh, Nangarhar, Maidan wardak and Baghlan and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management.

Job Descriptions:

  • NRM Leadership: Provide strategic leadership in designing and implementing NRM interventions focused on halting degradation of natural resources and promoting their sustainable and inclusive management, aligning with climate change adaptation and rural livelihood enhancement objectives.
  • Disaster Risk Reduction (DRR): Lead the development and implementation of DRR initiatives, including risk assessments, early warning systems, disaster preparedness plans, and capacity-building activities to enhance community resilience to climate-related hazards such as floods, droughts, and landslides.
  • Technical Assessments: Conduct comprehensive assessments of natural resources, including land, water, forests, and biodiversity, to identify vulnerabilities, assess ecosystem services, and inform the design of sustainable management plans tailored to local contexts and community needs.
  • Institutional Development: Facilitate the establishment and strengthening of community-based institutions for natural resource management, including registration, capacity-building, and technical training to enhance their effectiveness and sustainability.
  • Project Implementation: Oversee the execution and monitoring of NRM and DRR activities, ensuring compliance with project objectives, timelines, and budgetary allocations, and providing technical guidance and support to project staff and partners.
  • Stakeholder Engagement: Coordinate project activities with relevant local stakeholders, community-based organizations, and other stakeholders to foster collaboration, leverage resources, and promote ownership and sustainability of project interventions.
  • Knowledge Sharing: Facilitate knowledge exchange and learning events to capture and disseminate best practices, lessons learned, and innovations in CB-NRM and DRR, promoting adaptive management and continuous improvement of project interventions.
  • Reporting and Documentation: Prepare regular progress reports, technical briefs, and case studies on project activities, outputs, and outcomes, ensuring accurate and timely reporting to donors, project management, and other stakeholders.
  • Capacity Building: Provide technical training, mentoring, and coaching project staff, community members, and local partners on CB-NRM, DRR, climate change adaptation, and related topics to enhance their knowledge, skills, and capacities for sustainable development.
  • Ad Hoc Responsibilities: Undertake any other tasks assigned by the Project Manager and ENRM Coordinator, demonstrating flexibility, initiative, and a commitment to achieving project goals and objectives.

Job Requirements:

  • Education and Experience: Master's degree in NRM, Disaster Management, Environmental Science, Development Studies, or related field, with a minimum of 2 years of relevant experience, or Bachelor's degree with at least 5 years of relevant experience in CB-NRM, DRR, and community development projects.
  • Technical Skills: High proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, etc.) and other relevant software applications, with direct experience in monitoring and evaluation of staff desired.
  • Community Engagement: Demonstrated willingness and enthusiasm for working with rural and vulnerable communities living in remote areas, with strong knowledge of disaster risk reduction, resilience-building, and inclusive community development approaches.
  • Analytical and Interpersonal Skills: Excellent analytical and decision-making skills, with a deep understanding of the socio-economic context and local dynamics of Paktika province, coupled with strong interpersonal skills and the ability to communicate effectively with diverse stakeholders and project team members.
  • Language Proficiency: Very good command of English, Pashto, and Dari (spoken and written) to facilitate effective communication and collaboration with local communities, government officials, and development partners.
  • Work Ethic: Punctual, hardworking, and deadline-oriented, with a genuine desire to meet deadlines, serve rural communities, and contribute to sustainable development initiatives.
  • Travel Readiness: Willingness to undertake regular field visits to targeted districts and villages within Paktika province for project oversight, community engagement, capacity-building activities, and stakeholder coordination.
