The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Kandahar, Herat, Mazar, and Nangarhar and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management.

• Lead on the livestock and poultry farming components of the CSRLS Project in the targeted districts of Daikundi Provinces;
• Lead on community consultation, development of new sub-project concept and technical proposals, and ToT training material for livestock assistant and project assistant who will be working with targeted communities;
• Lead on beneficiary selection and verification process, and conducting baseline and end line assessments jointly with CSRLS M&E team;
• Assess targeted communities for development of a district and provincial levels comprehensive plan for the livestock improvement, improving veterinary services, and market linkages.
• Work closely with district Paravets, AVA, and DAIL for the improvement of veterinary services delivery, capacity building of Paravets, identifying community livestock arming problems, and develop jointly a comprehensive plan to overcome the community’s problems;
• Work closely with local communities on improving animal health, production, maintenance and feeding through introduction of improved practices and available services;
• Organize trainings for the local communities in livestock farming based on seasonal calendar.
• Improve local community’s linkage with local veterinary field units in the targeted district of Daikundi provinces;
• Any other tasks assigned by line manager.

• Minimum Bachelor Degree in Veterinary or Animal Science is required
• Minimum 7 years of work experience in livestock and poultry farming
• Fluency in Dari, Pashto is must and English for reporting and project concept/ technical proposal developments is an asset.
• Excellent interpersonal and communication skills, self-starter and able to work independently.
• Reasonable computer skill.
• Excellent knowledge of training material development and conducting trainings;
• Have effective communication skills.
• Able to work as a part of team and can work with local communities in targeted districts of Daikondi provinces.
