About TLO:

The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Kandahar, Herat, Mazar, and Nangarhar and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management.

Job Descriptions:

  • Lead on Agriculture planned interventions at the project output, inputs and activities levels.
  • Support the Agriculture and Livestock Specialists in planning and implementation of planned interventions at the provincial and community levels.
  • Lead on coordination of project activities with relevant stakeholders at district and community levels.
  • Lead on community consultation, development of new sub-project concept and technical proposals, and ToT training material for Agriculture Assistant and Project Assistant who will be working with targeted communities;
  • Lead on conducting assessments and studies planned in CSRLS in Paktia, Paktika, Khost and Daikundi provinces.
  • Work with district DAIL extension workers and farmers on agriculture new practice and marketing awareness and linkages for project beneficiaries and the producer’s organization improving agri-business value chain.
  • Support Senior agriculture specialist on planning & developing related to agriculture and horticulture project management as per technical requirements.
  • Technical inputs in planning, organizing, and implementing operational plans of agriculture agronomy with targeted communities and coordination of activity, line department, and stakeholders.
  • Beneficiary selection for agriculture subproject in targeted areas 
  • Identify the training and awareness needs of beneficiaries, design and facilitate training programs.
  • Develop sustainable methodologies and techniques for assisting farmers in plantation and farm management to improving rural livelihood.
  • Organizing demonstration plots (cereal crops, forage crops, vegetable and orchards).
  • Provide relevant technical trainings, training of trainers, and farmers’ field school on good agricultural practices (GAP) including: selection of improved varieties, proper site selection, land preparation, cultivation methods, inter-cropping, proper irrigation system, disease and pest management.
  • Compile reports, document, and record information in written or electronic forms.
  • Lead on conducting baseline survey for agriculture component in targeted areas
  • Actively participate in the internal annual review of the CSRLS Program.
  • Work on data quality control and collect the accurate data from the projects sites.
  • Regular field visits from agriculture subprojects
  • Provide and submit the activity progress report to field M&E and reporting officer.
  • Supervise the Agriculture Assistants activities
  • Any other tasks assigned by line manager.

Job Requirements:

  • Five to ten (5 to 10) years of experience in the related field, and experience in working with communities and Monitoring and evaluations of the Agriculture projects.
  • University degree in Agriculture or other relevant academic disciplines
  • Very good English and excellent Pashto and Dari (spoken and written)
  • Good analytical and decision making skills, familiarity with southeast region, and understanding the local context.
  • Good skills in MS Office Package and Internet applications
  • Excellent interpersonal skills and ability to communicate with local communities and project team.
  • Punctual and hardworking, desire to meet deadlines and serve rural communities.
  • Regular trips to targeted districts and villages.
