Job Descriptions:

Position Overview:

The HR Manager will oversee all aspects of human resources management within the organization, ensuring compliance with Afghan labor laws and regulations. They will be responsible for recruitment, employee relations, performance management, training and development, and fostering a positive work culture.

Duties & Responsibilities of H.R Manager:

Under the general guidance of ACDEO’s Executive Director the H.R Manager will perform the following substantive duties and responsibilities:

  • Develop and implement HR policies and procedures in accordance with Afghan labor laws and company objectives.
  • Manage the recruitment and selection process, including job postings, screening resumes, conducting interviews, and making hiring decisions.
  • Coordinate employee onboarding and orientation programs to ensure smooth integration into the organization.
  • Administer employee benefits programs, including health insurance, leave management, and retirement plans.
  • Handle employee relations issues and provide guidance on disciplinary actions and conflict resolution.
  • Conduct performance evaluations and provide feedback to employees and managers to support professional growth and development.
  • Manage employee training and development initiatives to enhance skills and competencies.
  • Maintain accurate HR records and ensure compliance with data protection regulations.
  • Monitor and report on HR metrics such as turnover rates, absenteeism, and training hours.
  • Stay informed about changes in labor laws and regulations in Afghanistan and ensure organizational compliance.
  • Collaborate with management to develop strategies for employee engagement and retention.
  • Lead and participate in HR projects and initiatives aimed at improving organizational effectiveness and efficiency.

Job Requirements:

  • Bachelor's degree in Human Resources Management, Business Administration, or a related field. Master's degree preferred.
  • Proven experience in HR management roles, with at least 5 years of experience in a similar capacity.
  • In-depth knowledge of Afghan labor laws, regulations, and employment practices.
  • Strong understanding of recruitment and selection processes, including competency-based interviewing techniques.
  • Excellent communication and interpersonal skills, with the ability to build rapport and trust with employees at all levels.
  • Solid organizational and time management abilities to handle multiple priorities effectively.
  • Ability to maintain confidentiality and handle sensitive information with discretion.
  • Experience working in diverse cultural environments and sensitivity to cultural differences.
  • Certification in HR management (e.g., PHR, SPHR) is a plus.
