Job Descriptions:

Assists in the implementation of Human Resources policies and procedures, and the correct administrative management of staffs working in the base/area according to HR Manager’s indications and INTERSOS procedures, in order to ensure legal compliance to local laws.

 

Reporting to:

Hierarchical: Field HR Officer

Functional: Field HR Officer

 

Tasks

HR policies, procedures and reporting

  • Under the supervision of Field HR Officer, support managers and staffs on HR policies and procedures and monitor the implementation of the rules in line with the Internal Regulation and Labor Law
  • Contribute to the on boarding process for National Staffs (personnel documents, induction, orientation, etc.)
  • Assists the Field HR Officer to ensure that all contracts i.e. employment, service, secondment and consultancies, comply with INTERSOS policies, national laws and donors requirements and are archived
  • Support Field HR Officer in collecting all HR documents at field level and ensure they are sent regularly to the HR main office for proper archive
  • Provide support in case of Audit, under the supervision of Field HR Officer

 

Management of National Staffs

  • Participate in ensuring standard HR processes
  • Guide and support managers and staffs on HR policies and procedures and monitor the implementation of the rules in line with the Internal Regulation, Labor Law and standard INTERSOS policies
  • Support the Field HR Officer and line managers in the performance management process (IRP)
  • Assist in ensuring that all staffs are properly briefed and/or inducted
  • Assist the managers to draw up annual holiday planning and staffs shifts in order to forecast HR needs and to ensure HR availability for the project activities

Recruitment

  • Support Field HR Officer in ensuring a fair and transparent recruitment process according to the Recruitment Policy
  • Promote and advertise the job opportunities through the most suitable recruitment channels
  • Ensure that all participants in the recruitment process sign the Conflict of Interests declaration
  • Provide support in reviewing the CVs and Cover Letters and screen all the applicants according to selection criteria to provide a list of suitable candidates
  • Maintain contacts with candidates throughout the selection process to ensure efficiency
  • Is responsible to schedule and conduct interviews and/or tests with applicants who meet the specified criteria for the position as per the recruitment process and in close coordination with the line managers
  • Support in conducting reference and background check

 

Administration

  • If requested by Field HR Officer, contributed in performing administrative, legal related tasks and payroll procedures ensuring that all data related to monthly salary calculation of national employees in the area of his competence are correctly collected (days off, unpaid leaves, sick leaves, overtime, etc.)
  • Enter data into the DB and personal files and keep them up-to-date in order to facilitate HR processes management. Is responsible to collect all personnel documents and archive it
  • Update local Social security Tax office employee files in order to meet legal requirements and duties
  • Make all administrative information available to the staffs (posting, meetings, etc.)
  • Support the Field HR Officer in translating documents into local language. Assists the HR Manager in meetings upon request

 

Representation

  • In absence of Field HR Officer, liaise with local authorities for HR matters upon request of the HR Manager

 

Accountability and safeguarding

  • Support in monitoring regularly that HR management is in line with PSEA, CP Policies, Conflict of Interests and Internal Regulation

 

Job Requirements:

Education

  • Degree in Psychology, International Relations, Political Science, Economics desirable

Professional experience

  • Minimum 1 year of experience in HR Management in humanitarian contexts with NGOs
