Project Background:

The project is in line with BHA's mission to save lives, alleviate human suffering and reduce the impact of disasters by helping people in need become more independent, and the Afghanistan Humanitarian Response Plan (HRP) 2023.

The program is designed around the following main purposes:

Purpose 1: To mitigate excess morbidity and mortality of conflict and post-conflict vulnerable populations through improved access to curative and preventive primary healthcare services in targeted provinces.

Purpose 2:  To reduce nutrition-related mortality and morbidity by providing nutrition services to vulnerable individuals and families, including IDPs and local communities in targeted provinces.

Purpose 3: To improve the safety, protection, and well-being of vulnerable communities, including women and children, and prevent the adoption of negative coping mechanisms.

Purpose 4: To reduce WASH-related morbidity and mortality by improving access to water, sanitation, and hygiene services to vulnerable individuals and families in the target provinces.

Job Descriptions:

Job Purpose:

To provide Primary health care services for patients in the fixed health Facilities.

Main Duties & Responsibilities:

  1. Ability and willingness to travel to all SHCs based on project need for health service delivery.
  2. As this is back up MD, he/she will be roving all HFs based on need.
  3. Perform emergency first care whenever needed.
  4. Provide curative services to patients according to health facility requirements.
  5. Support the provision of primary health care within the health facility.
  6. Under the direct management of the Health Officer, the Medical Doctor/Nurse is responsible for the following main activities to ensure the provision of quality OPD services.
  7. Dispense rational medicine usage to patients in SHC.
  8. Provide medicine/medical supply monthly consumption reports regularly.
  9. Provide all monthly reports according to the HMIS tools.
  10. Ensure the patient's triage registration and measurements of viral signs.
  11. Perform dressing and provide first aid care to injured patients whenever needed.
  12. Record and report beneficiaries or patients regularly.
  13. Identify patients in need of urgent care and refer them immediately to the equipped Health Centre.
  14. Register patients coming to SHC seeking care in the registration book.
  15. Respect IMC standards of procedures for referral and stabilization of patients.
  16. Take part in the management of pharmaceutical goods and medical equipment.
  17. Accompany patients to the external referral HF when required.
  18. Perform any other tasks assigned by the immediate supervisor.

Qualifications:

  1. candidate should be MD and graduated from the recognized medical faculty.
  2. The Minimum required for candidates having experience in INGO/NGO is one year.

The Minimum required for candidates having experience in BPHS or EPHS HFs for two years

Desirable:

Candidates having working experience in BPHS health facilities are desirable and will be preferred.

Preference will be given to candidates with INGO experience.

Experience:

  1. Preference will be given to the Balkh province for the duty station.
  2. The MD must provide regular reports in a timely manner.

The MD must have good communication and liaison skills with the community and all staff of the project.

Desirable:

To have experience working in BPHS health facilities.

Competency:

The backup MD must be able to speak and write in Pashto, Dari languages and English languages and have ability to go to all district of Balkh for above task.
