SCOPE AND GENERAL PURPOSE OF JOB:

Job Summary:

Responsible for ensuring that Purchase Orders are raised and approved, goods and services are received, and orders are receipted in a complete, accurate and timely manner. The Purchasing Officer is expected to liaise with suppliers across the business to align the purchasing process at overall business strategy.

Job Requirements:

MAIN DUTIES AND RESPONSIBILITIES:

  • Responsible for strong contract negotiation skills and able to identify areas for cost savings across various deals. Overall, they must be able to negotiate to ensure the five “rights” of procurement: The right product, price, location, quantity, and quality.
  • A purchaser or buyer is responsible for purchasing products, materials, and services for their organization. These can include office supplies, retail products, or manufacturing equipment. Job duties include assessing the market, evaluating pricing and availability, ordering new products, and keeping accurate records.
  • A purchase order specifies items, quantities, prices, and credit terms for a purchase from the vendor. A PO becomes a legally binding contract when a vendor accepts the purchase order.
  • Manage filing system (supplier contracts, quotations, invoices etc.)
  • Responsible for daily purchase items or goods
  • Assist with procurement processes making sure that all steps and supporting documents are done.
  • Establish and communicate supplier lead times, optimum packaging, shipping parameters and any other purchasing parameters necessary to the P&F team members.
  • Support materials department in working with suppliers to effectively resolve delivery issues in a timely manner as necessary.
  • Responsible for market survey
  • Responsible for preparing requests, PR, RFQ, service contract etc.
  • Assisted purchasing staff with PO and other purchasing issues plus office administrative responsibilities.
  • Procure office supplies and other items monthly or when needed.
  • Receipt and evaluate the service request form and advise/assist the requester in case of deficit.
  • Make sure on time bid opening with colleagues to keep four eyes principle in place.
  • Provide best service to customer in terms of quality, time and cost efficiency &maintain update procurement tracking sheet.

 

Qualifications:

  • Minimum Bachelor’s Degree in Business Administration
  • Approximate of 3 years work experience.
  • Fluent in reading, writing, and speaking Dari (Pashto is nice to have)
  •  Excellent English language skills (Reading, Writing, Speaking)
  •  Computer literate (proficient with MS office Package)
  • Very good interpersonal and liaison skills with positive and professional attitude.
  • Ability to multi-task and manage time effectively.
