About TLO:

The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Kandahar, Herat, Mazar, and Nangarhar and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management.

Job Descriptions:

  1. Ensure recruitment and hiring process;
  • Prepare advertisements for new job vacancies as per request of the concern department and approval from Finance and Administrator and advertise vacancies.
  • Analyze the best suitable candidates with consultation from concern department’s head and Administrator.
  • Schedule and arrange interviews, and participate in the interview panel.
  • Process and prepare employment agreements, design job-description, and all other paperwork etc. required for hiring as per HR policy.
  1. Filing and Reporting system;
    • Prepare staff-list and maintain comprehensive information and status update of all employees.
    • Report update of all employee related changes that includes; new hiring, recent firing, promotions, increment and other information to finance department at the end of each payroll month.
  1. Staff Attendance;
    • Supervise receptionist to make sure that attendance register is duly signed by the employees.
    • Make sure salary payments are made based on the attendance and report absence to finance before payroll process.
  1. Monitoring;
    • Monitor daily assignments of Admin/HR Assistant for smooth and effective functioning of administrative and HR activities.
    • Supervise work and activities of cooks and cleaners, and ensure hygiene of all places such as bathrooms, rooms and kitchens into the office and TLO guesthouses.
    • Prepare and update leave tracker and working rooster for guards and drivers on periodic basis.
    • Coordinate paper-work with Liaison Assistant about the renewal and acquisition of visa and work-permission for international staff.
    • Drafting paper-work and other documentation required by the concern Afghan ministries, and accountable on duly reporting of such processes to Administrator.
    • Evaluate performance of cooks and cleaners to ensure their collaboration and commitment to support activities of the organization.
  1. Process Staff Performance Evaluation;
    • Track down probationary and annual performance evaluation for long-term employees.
    • Prepare documents for evaluation and report to concern employees’ department head or supervisor to evaluate their sub-ordinates’ performance.
    • Follow-up and collect information (evaluative comments with documents) from concern employees’ supervisor.
    • Submit such documents to Administrator’s review and final approval, and start necessary steps for required changes.
    • Keep contract record of all TLO leased properties and rented vehicles and maintain a complete and up to date list for these contracts.  
  1. Coordination of activities;
    • Coordinate monthly staff salary payments and provide employees’ status report to finance department at the end of each payroll month.
    • Verify and report outstanding payment obligations to finance about rental vehicles, house agreements etc.
    • Liaise and coordinate all administrative and HR related activities with the TLO field offices.
  1. Attend in periodic Management meetings and prepare minutes and distribute it amongst the participants of the meeting.

Provide any other activities assigned by the Administrator.

Job Requirements:

  1. Education:
  • Must be secondary school certificated, but University degree is an asset.
  1. Work Experience:
  • 5 – 6 years of national and/or international organizational working experience in related field of administration and human resources.
  1. Skills:
  • Must be fluent in writing, speaking and reading English, Dari and Pashto languages.
  • High proficiency in computer skills, particularly with programs such as Windows, Word, Excel, Power-point, Access and Outlook.
  • Good interpersonal and organizational skills
  1. General:
  • Organization strong follow-up;
  • Ability to detect if something goes wrong;
  • Must be honest, loyal and dedicated to work;
  • Excellent analytical skills;
  • Ability to work with minimum supervision and under pressure, and willing to work extra hours;
