About MMRCA:

Background Information:

The Medical Management and Research Courses Afghanistan (MMRC-A) is a national, non-for profit, non-political, humanitarian organization established in March 2008 by Afghan Health professionals and is registered as an NGO with the ministry of economy (MoE) of the Islamic Republic of Afghanistan.

MMRCA has been implementing SEHATMANDI (BPHS+EPHS) Project in Badghis province since 1st January 2019. MMRCA has been providing quality health services to the entire population of Badghis Province according to BPHS and EPHS guidelines and MoPH policies/strategies. These services are providing through one Provincial Hospital (PH), one DH, and 4-CHCs, 19 BHCs, 20 PHCs, one MHT, one Prison Health Center, 3 FHHs and 311 HPs.

MMRCA has awarded contract with United Nation Development Program hereinafter referred as (UNDP) for implementation of TB and Malaria grant in 2 provinces (Samangan and Sar-e-Pol) of Afghanistan effected from 1st April, 2024 till end of 2026.

In order to fill the required vacant position MMRCA invites and encourage eligible candidates to apply for the position of Provincial Focal Point located in Samangan and Sar-e-Pol Provinces.

Job Descriptions:

Responsibilities:

  • Objective: Lead, coordinate and monitor the Z grant activities as per approved/agreed workplan/budget.
  • Duties and responsibilities:
  • Coordinate the Z-grant implementation with provincial stakeholders as CDC, PTCs, PLSs, PMVDP, CPHL, CMS, and HMIS.
  • Coordinate the grant’s activities with BPHS provincial office personnel to seek support in grant implementation within target sites.
  • Ensure the implementation of Z grant intervention and activities compliant with UNDP and MoPH rules and MMRCA’ policies.
  • Support conduction of the grant related events (trainings, meetings, and visits) at the provincial level compliant with MMRCA policies and UNDP requirements.
  • Prepare the programmatic report as per agreed template, timelines and frequencies and submit to Project Manager along with its supporting documents (field data reports, consumption reports, M&E reports, training reports and others).
  • Make sure financial supporting documents in compliance with UNDP rules and regulations are available for all the grant related activities and submit to the main office (Project Manager and Finance Officer) as per agreed timelines and frequencies.
  • Participate in all grant’s related meetings with provincial stakeholders as mentioned under first bullet.
  • Oversee and monitor grant implementation as per the submitted/agreed workplan in close coordination with provincial stakeholders as above.
  • Regularly review and analyze programmatic data (HIV, TB and malaria) to inform about gaps, deficiencies and devising timely corrective measures with the respective provincial bodies/stakeholders. 
  • Make sure the assets under the grant are properly used and routine reports and statuses are shared with the Project Manager.
  • Support provincial procurement and office related supplies as per the organizations procurement policies.
  • Facilitate and support regular supplies of the necessary commodities under the grant to the respective sites and prepare and submit stock status and consumption reports as per the recommended timelines.
  • Any other official task assigned by line supervisor and Head Quarter team.

Job Requirements:

Bachelor degree in Medical University/MD.

Fluent in Pashtu and Dari and good Knowledge of English.

5 years on technical and management health related positions and Sound Project Management, Monitoring and Report Writing Skills.
