Task to be Performed

1. Situation analysis and assessment: Conduct and update the situation analysis to aid with the development, design, implementation, and management of RMNCH interventions as well as for higher management use to enhance programme management, efficiency, and delivery of results.
2. MNCH Monitoring: Conduct regular visits to monitor lifesaving RMNCH intervention and activities supported by UNICEF with focus on newborn units (newborn care corners, special care newborn units, newborn stabilization units, high load labor wards, paediatric units and maternity high dependency units.
3. Technical support: Capacity building of the medical cadre; 
   1. To identify capacity and technical gaps of implementing partners and counterparts and provide technical support and ensure that training of health workers is facilitated.
   2. Support the training on the community-and facility-based newborn care as well as Basic and advanced Emergency Obstetrics Care for the medical cadres.
   3. Partners capacity in area of RMNCH Extender technical expertise is built.
4. Coordination and Reporting: Coordinate with the RH officers, regional Health Extender, and health specialist for the monthly workplan\monitoring plan, and share the progress and visits repots on timely manner to zonal office; Participate in RMNCH operational working group and other relevant meetings; Other program related activities as suggested by the supervisor.

Minimum Qualification and Experience:

• The Consultant is expected to have minimum academic qualifications of a university bachelor’s degree in medicine (MD) or public health faculty (master's degree is preferable)
• Minimum 3-5 years of experience in planning, managing, and monitoring of facility and community-based health activities such as EPHS/BPHS/RMNCH etc.
• Previous experience working with MoPH or National/International NGOs will be an advantage.
• A good understanding of Afghanistan’s health system, particularly the RMNCH and CBHC  system
• Consultant is expected to (a) have a good knowledge of the working environment in the Afghan administration and the communities; (b) familiarity with the main stakeholders in the Public Health Sector in Afghanistan.
• Good spoken and written English as well as knowledge of the main local languages of Afghanistan.
• Willingness to undertake field mission to hard-to-reach areas in southern province.
