Job Descriptions:

Information Management:

  • Strengthen program data management and coordination capacity of Education MIS and other education project-specific databases to meet the internal information needs of the sector as well as being able to extend services to external clients and stakeholders.
  • Strengthen the education sector decision support system backed by IRC approved analytical models and tools, and user-friendly toolkits with reporting and data drill-down capabilities. Additionally, ensure the MI system help the sector to identify opportunities and problems in program implementation and present options/solutions to assist the program management decision making processes.
  • Strengthen knowledge management capacity to enable the education sector to meet its responsibility as a knowledge source for the sector. Additionally, ensure that special focus is given to strengthening partner capacity in MIS planning, implementation, and information system performance monitoring.
  • Strengthen partner information system capacity based on agreed data management plans and rollout for IRC approved toolkits, applications development and communication infrastructure.
  • Designing of technical project database and support the project teams in overseeing and collating key project EMIS deliverables across IRC education program and partners, and for IRC senior researcher and IRC Airbel Research team.  
  • Setting up and testing new database and data handling systems focused on IRC education program and Education consortiums in close coordination with all partners to improve data management.
  • Oversee and support capacity building for IRC education program staff, education consortium national partners on data management, assessments procedure & tools, and data utilization and reporting across the projects cycle.
  • Ensure database meet user’s requirement by keeping the database up to date and monitoring database efficiency.
  • Developing and updating indicators for performances tracking table
  • Providing necessary clean data to the education cluster and relevant stakeholders following the procedure.
  • Collect the project’s data from consortium partners and uploading the data on box in regular basis
  • Any other tasks assigned by the line managers/program management.

Reporting:

  • In collaboration with respective education managers, build the capacity of lower cadre officers on how to access, and use education-related databases and information management tools as required.
  • Ensure MIS reports integrate all the activities and ensure absolute coordination within the departments and proper implementation of plans and strategies under the guidance of deputy education technical coordinator.
  • Develop, establish, maintain, and continuously improve education reporting and information management processes.
  • Ensure submission of monthly program data and indicator tracking reports and analysis to the Education managers, in-line with data safety and ethical standards.
  • Support the compilation, editing, and writing of monthly and quarterly program reports using assigned templates, including collating reports from field staff, and producing final information products.
  • Contribute to relevant education reports, factsheets, summaries, and dashboards.
  • Ensure timely submission of monthly education monitoring data to the Education team.
  • Ensure that all collected data is stored in line with IRC’s Data Management Guidelines.
  • Provide data analysis on primary and/or secondary data as per ToRs, ensuring meaningful techniques are used to analyse the data collected.
  • Present program / project data findings to relevant third parties in order to enhance their use and impact.
  • Ensure that all partners engagement and all external relations are clearly documented and communicated with the line manager and relevant colleagues.
  • Performance management of all direct reports, including regular one-on-one meetings and completion of work and development plans.

Job Requirements:

  • A university degree in Computer Science \ Information Technology \ Information Management or relevant studies.
  • A minimum of 4 to 5 years of progressive experience in information management, database management/Administration, data visualization, or data analysis.
  • Demonstrable experience in the field of education with a humanitarian organization.
  • Ability to organize and manage data, while adhering to data education principles.
  • Good communication and coordination skills
  • Computer proficient, with experience using Microsoft Word, Excel and Power Point including online communication platform such as Zoom, or Microsoft team.
  • Knowledge of Kobo, Power Bi, Comcare and /or ODK is mandatory GIS and other software tools are additional assets.
  • Experience in report writing.
  • Good interpersonal skills and ability to work as part of a team, as well as independently.
  • Flexible and able to work in a dynamic and diverse environment.
  • High level English language proficiency (speaking, reading, writing)
  • Abel to mentor and support program and implementing partner teams at central and field level. 
  • Excellent coordination skills 
  • Excellent communication skills in Pashto, Dari and English.
