People in Need’s Afghanistan country program started in November 2001, providing emergency food distribution in mountainous areas of the central highlands. 20 years later, the program has visibly grown and diversified, but continues to promote PIN’s core values: envisioning a world where people are free to make decisions about their lives; a world where people are not restricted by an un-free society, poverty, lack of education or discrimination. Today, we work along the humanitarian and development spectrum, providing immediate aid supporting the most vulnerable in Afghanistan to find long-term solutions to the challenges they face.

  1. Background

PIN Afghanistan’s three strategic objectives for the current planning period (2021-2022) are (1) Agency driven, transformative, humanitarian assistance; (2) Making markets work for crisis affected and marginalized communities; and, (3) Harnessing decent, productive and inclusive livelihoods. Under the current evolving context, the CP is focusing efforts under strategic priority 1 and in particular supporting people to have (1) enough to eat, (2) a safe and secure living space that supports their health and well-being, (3) the basic items needed to stay safe and warm, and (4) access to education when the normal structures are no longer available to them.

Job Descriptions:

PIN Afghanistan is seeking an experience professional for the role of Protection and Inclusion Advisor to support successful delivery of all its projects across Wardak, Ghazni and Samangan provinces. The Advisor will provide guidance to PIN and its national implementing partners to ensure Protection mainstreaming, and oversee strong Protection and Gender, Equity and Social Inclusion (GESI) mainstreaming agenda across their programming, ensuring quality and smooth implementation. The advisor will also support PIN’s education programming, and will notably launch Psycho-social support (PSS) activities for students enrolled in project Community Based Education (CBE) classes.

The selected Advisor will have strong technical understanding of PSS implementation, protection (including child protection) mainstreaming, great coordination and communication skills. Previous experience with working with partners is welcome.

The Protection & Inclusion Advisor will collaborate closely with the relevant Advisers of PIN HQ’s Knowledge and Learning Department.

 

Responsibilities :

The Protection and Inclusion Advisor is responsible for, but not limited to, the following work areas and duties: 

1)            Protection, Gender, Equity and Social Inclusion (GESI) mainstreaming

  • Ensuring Protection Mainstreaming across PIN’s programming and following all donors’ protection mainstreaming standards.
  • Support the development of referral pathways to ensure access of children and other community members to needed specialized assistance;
  • Provide training to PIN’s staff and local partners on Protection and GESI mainstreaming as well as on humanitarian principles, Do No Harm (DNH), and Accountability to Affected Population (AAP);
  • Create and implement a Protection Mainstreaming & GESI action plan;
  • Support PIN national partners with the implementation and monitoring of Protection Mainstreaming and GESI into all activities.
  • Support PIN and partners MEAL departments in creation and implementation of AAP and GESI monitoring tools.

 

2)            Support to Project Implementation and Partner Coordination

  • Representation of PIN at Child Protection AoR and Protection Cluster. Professional representation of PIN to communities, local authorities and other NGOs where needed.
  • Regular monitoring and reporting of project progress against workplan to project management.
  • Agile and proactive solving of problems, ensuring that all efforts are made to deliver the project successfully. Proactive escalation of risks and issues to the PM or HoP with proposed solutions where available. 
  • Reporting immediately any perceived, anticipated or actual safety and security threats immediately to the PM, HoP and DCD.
  • Maintaining up to date and accurate project documentation as per PIN archiving systems and standards, ensuring full audit compliance and creation of institutional knowledge
  • Work with MEAL team in the design of assessments, and timely implementation of assessments, verification, and monitoring activities. Proactive monitoring of project performance against intended results with support of the MEAL Team, and identifying actions to be taken to ensure the project remains relevant and effective
  • Monitoring of partner’s capacities and progress towards project results. Reporting about LNGO’s progress to PIN management. Ensuring PIN technical standards are in place through LNGO implementation.
  • With support from the PM and other relevant colleagues contribute to capacity building plan for each partner, which may include training, mentoring, field trips, shadowing, and exchange visits;
  • Prepare and oversee delivery of any sensitization, awareness raising or community engagement activities are supported with quality, technically accurate and accessible materials to ensure meaningful access of marginalized and vulnerable community members.

 

3)           Psychosocial Support (PSS) activities

  • Ensure quality control of the PSS activities.
  • Adopting global PIN PSS policies for Afghanistan and their contextualization. Creating PSS minimum standard implementation package for PIN Afghanistan.
  • Provide training to PIN local partners on the concept of and rationale for the inclusion of PSS in a quality education response in emergencies, including PIN’s approach to PSS, PIN’s PSS Guide, background information on PSS, step-by-step guidance and the tools needed to plan and implement PSS activities;
  • Conduct field visits to monitor and support PSS activities in classrooms and support technical quality of programming by providing feedback and mentorship;
  • Observe and monitor PSS activities implemented by PIN local partners with support of MEAL staff as well as classroom observation checklists;
  • Support PIN national partner in evaluating PSS activities by using standardized evaluation methodologies and tools i.e. Strengths & Difficulties Questionnaire;
  • Support PIN national partner in the analysis of SDQ and other monitoring & evaluation data collected at targeted non-formal and formal schools;
  • Lead the gathering, measuring and analysis of impact measurement tools and databases for CBE and children’s transition from CBE to formal school to gather information on the impact of PIN’s PSS activities in Education in Emergencies; 
  • Provide guidance and support to PIN partner teams in Afghanistan that will result in the development and implementation of high-quality PSS programme.

 

 

Job Requirements:

  • University Degree, preferably in Education, Social Studies, Psychology or related fields;
  • Minimum of four years working in humanitarian programming, including at least two years working in protection and/or child protection sector;
  • Proven experience with Protection Mainstreaming and GESI, including on proposal development;
  • Experience with psycho-social support (PSS) or social emotional learning (SEL) activities;
  • Capacity Building experience, e.g. training, advising, or mentoring experience as an asset;
  • Experience in working with Protection related MEAL standards and tools;
  • Knowledge on international EiE standards is an asset;
  • Experience in implementing with partners is an asset;
  • Excellent communication and negotiation skills, including listening;
  • People management experience and skills and ability to manage with empathy;
  • Demonstrated ability to write clear and concise reports;
  • Adaptability with sound professional judgement and decision-making skills;
  • Ability to work independently;
  • Willingness to take responsibility for assigned responsibilities;
  • Willingness to work in less secure environment; 
  • Willingness to travel between districts in the Central or Northern provinces;
  • Fluent in English, Dari and Pashto – written and spoken;
  • Proficient in use of MicroSoft Excel and Word
