Job Descriptions:

Position Summary: Program Quality, Accountability and Learning/M&E Officer- in Kabul

The central role of this job holder is to lead SUB-OFFICE activities and provide technical support to the SUB-OFFICE Manager of the country office to establish SUB-OFFICE system for Justice, Education and Opportunity programs with child protection and gender across all ASLO Afghanistan programs, and provide technical support to the provincial SUB-OFFICE Officers He/she will support project staff in technical M&E issues as well as ensure sound technical quality of legal, psychosocial, Child Protection and livelihood components. This will include thorough analysis of regular field monitoring visits to project sites to support and stimulate communities to plan and consider how they can mitigate the impact of legal, psychosocial, child protection, and livelihood and mobilize resources to implement

Responsibilities:

Strategic Planning Management (10%)

  • Provide technical support for developing, reviewing, and updating the SUB-OFFICE Policy framework, mainly on designing clear objectives, results, and indicators.
  • Provide technical support in conducting situation analysis, mainly in designing study methodologies, tools, and sampling strategies.
  • Review and ensure high quality of program/project log-frames, results frameworks.
  • Provide technical support in developing SUB-OFFICE monthly and weekly action plan based on project implementation team.

Monitoring Evaluation Accountability and Learning (70%)

Monitoring, Baseline, Mid-line, End-line and Reporting

  • Provide technical support in developing Monitoring Evaluation Accountability and Learning Plan for programs and projects.
  • Provide technical support in conducting baseline studies mainly on methodologies, tools and sampling strategies.
  • Develop monitoring tools or data collection tools for justice, education, and opportunity themes.
  • Develop databases for baseline, Mid-line and End-line surveys in Kobo.
  • Develop Indicators Performance Tracking Table for each program intervention.
  • Provide qualitative and quantitative data for new proposals or new initiatives as per the need.
  • Provide technical support on collecting data and managing reporting requirements on ASLO core indicators.
  • Conduct field monitoring visits from the project sites on a regular basis
  • Collect qualitative and quantitative data as per the developed dataset using Kobo.

Accountability and Program Quality

  • Ensure that ASLO
  •  SUB-OFFICE officers and partners M&E staff at the provincial level have clear understanding on program accountability to children and communities through training, mentoring, and coaching.
  • Ensure that an effective system for Feedback and Suggestion mechanism established and functioning at the program implementation levels.
  • Ensure that feedback, suggestions and inputs from the targeted communities and beneficiaries are registered, recorded, and maintained properly.
  • Follow up and support for the research on feedback, suggestions and inputs take place to ensure the accuracy and truthiness of feedback, suggestion, and inputs within the community.
  • Ensure that periodic SUB-OFFICE reports are shared and debriefed at different levels; action plans for addressing the quality gaps or any shortfalls are developed and followed up.
  • Share the experiences on SUB-OFFICE to ASLO and its implementing partner and bring new experiences and innovative ideas for improving the accountability system in country office program.
  • Make sure to lead on youth participation in conducting baseline studies, mid-line, end-line, and on-going monitoring to build up their capacity and confidence.

Evaluations and Learning:

  • Provide technical support in conducting/facilitating strategic program evaluations mainly across Justice, Education and Opportunity pillars.
  • Provide technical support for conducting mid-term as well as final project evaluations as per the projects’ requirements. A thorough reviewing of evaluation ToRs, developing methodologies, and sampling strategy
  • Facilitate the outcome assessment in line with ASLO SUB-OFFICE protocols.
  • Take lead on writing up the outcome assessment reports and de-brief the findings to SUB-OFFICE team, program implementation team and ASLO implementing Project Mangaer staff.
  • Provide support to SUB-OFFICE manager in conducting lessons learned workshop.

Providing technical support to Provincial SUB-OFFICE Officers (20%)

  • Provide SUB-OFFICE technical assistant ASLO implementing Project Manager M&E and project implementation teams as per the need.
  • Provide SUB-OFFICE capacity building training to ASLO’s implementing staff.
  • Provide orientation session on data collection tools and SUB-OFFICE planning to ASLO’s implementing staff.
  • Provide training with an on-line system and make sure the system is updated and running smoothly.
  • Conduct field monitoring visits from the project sites in ASLO’s project interventions

Job Requirements:

Qualification:

 

Academic Background and Knowledge

  • Bachelor’s degree in business, Social Science, or related field
  • At least 4-7 years of working experience preferably with INGOs in Monitoring and Evaluation
  • Expertise in capacity assessment, training, monitoring, and evaluation of local partners

Skills:

  • Fluency in written and verbal English with strong analytical and critical thinking skills
  • Excellent data analysis skills using SPSS and MS. Excel.
  • Experience and knowledge of monitoring evaluation accountability and learning
  • Verbal and written understanding of Pashto is mandatory.
  • Strong critical thinking and reasoning skills
  • Strong writing, proofreading, and organizational skills, as well as the ability to speak clearly and persuasively.
  • Excellent computer, MS office skills
  • Excellent communication and presentation skills
  • Flexibility and ability to work under pressure and meet deadlines.
  • Good reporting skills including report compilation, analysis, and presentation.
  • Culture sensitive and respect for local norms

  • Willingness to travel and stay in remote areas and inhospitable environment.
