Scope of the work:
The Planning, Monitoring and Evaluation (PME) Manager is responsible to assist the Organization Development Director in planning, monitoring and evaluation initiatives. It is an organization Development position, responsible for direction of the PME unit to ensure accomplishment of overall issues related to planning, report writing, organizational policy development/revision, monitoring, and evaluation and research activities. He/She in addition, is responsible for continuous situation analysis/market survey to capture available opportunities for the expansion of organization.

A-General responsibilities

B-Specific responsibilities
- Overall accountability for directing the activities of the Planning, Monitoring, and Evaluation (PME) Unit, reporting directly to the Organization Development Director.
- Leadership and supervision of the PME Unit team, ensuring their effective functioning.
- Facilitation and finalization of the organization's annual plan and report.
- Ensuring seamless coordination and communication among SAF’s departments, units, and field offices regarding PME activities.
- Cultivating effective relationships with relevant governmental and non-governmental entities, UN agencies, and donors, while assisting other departments in creating monitoring tools for assessments, surveys, and evaluations.
- Monitoring ongoing projects to ensure compliance with contractual obligations through regular supervision and evaluation, and tracking objectives outlined in annual and project plans.
- Identifying fundraising opportunities and ensuring the organization's registration with pertinent agencies and sources for fundraising purposes.
- Collaboration with relevant departments to develop or refine management information tools.
- Conducting comprehensive organizational development evaluations and offering recommendations to the organization development director, as well as spearheading the creation and dissemination of organization-wide reports, brochures, and publications.
- Conducting research and studies in conjunction with ODD departments to support evidence-based decision-making at both organizational and national levels.
- Ensuring the effective implementation of Quality, Quantity, and Management (QQM) standards in targeted provinces' Healthcare Facilities (HFs), as well as maintaining consistency and accuracy of Health Management Information System (HMIS) data.
- Performing regular performance assessments of HF functionality, and other relevant metrics, and developing actionable plans based on feedback.
- Establishing a robust distance monitoring system for project sites.
- Preparation of monthly activity reports for submission to the Organization Development director.
- Conducting timely annual performance appraisals for direct reports.
- Ensuring the timely generation of the organizational annual work plan and progress reports.
- Establishment and maintenance of a systematic record-keeping and filing system within the PME unit.
- Fulfillment of any other duties as assigned by the Organization Development director.
Qualifications and requirements:
- Master degree in Public health and relevant field or Medical Doctor with 5 years of working experience in planning, monitoring and evaluation with NGOs, UN agencies and government in senior managerial positions.
- Excellent verbal and written language skill of English, Dari and Pashto
- Excellent interpersonal communication skill
- Excellent computer skills of MS- Office Package (Word, Excel, Access, Power Point and Publisher)
- Excellent time management skill
- Excellent conflict management and troubleshooting skills
- Ability to travel extensively within Afghanistan as well as abroad
- Excellent team builder / player
- Effective business communication skill
- Ability to perform multiple tasks simultaneously
Performance Indictors:
- Annual plan of PME UNIT is developed and submitted to organization developmemnt director by 5th of the first month of the year.
- Overall organizational work action plan is compiled, transferred to MS project software and submitted to PD by 30th of the first month of the year.
- All field offices are visited at four times per year.
- All staff of the unit is appraised once per year
- Twelve monthly activity reports of the PME unit are finalized and submitted to PD
- Overall organizational progress report versus work plan are compiled, transferred to MS project software and submitted to PD by end of the year
- At least 90% of SAF management meetings are actively participated Field offices’ queries are responded within maximum three working days
- Ninety percent of tasks are accomplished within the deadlines
- All operational manuals are revised at least once per year in close cooperation with operation director
- SAF’s website and domain is regularly updated at least once per quarter
- SAF calendar (Solar) is developed and published by 15th Hoot of previous year
- SAF’s annual report is developed, published and disseminated among the relevant stakeholders by15th January of each year
- SAF brochure is developed and published by 15th Hoot of previous year
- A copy (both hard and soft) of each submitted EoI/LoI and proposal is recorded and maintained
- Proper filing system is maintained within the PME unit.
